2025 it is now 402 PM. | 00:00:09
At the town hall. | 00:00:13
The board members in attendance are Phil Clark, Ron Koish. | 00:00:15
Beverly Bohan. | 00:00:20
And Bunkie Wickman. | 00:00:21
The Freedom of Information requirements have been met for this meeting. | 00:00:23
The next item on the agenda is the approval of the May 2120 five 2025 minutes I move that we accept as submitted. | 00:00:28
2nd. | 00:00:37 | |
All in favor. | 00:00:39 | |
Approved minutes. | 00:00:41
For May, the next item is the public. | 00:00:42
Input and this is generally speaking. | 00:00:46
Not particular to any agenda item. | 00:00:49
This would be just if you wanted to take the podium state your name and. | 00:00:53
Address and make a general comment. | 00:00:58
Public comment is closed. | 00:01:02
The next is agenda item is the process for design review. | 00:01:05
Tonight will be this afternoon will be very important that we adhere to all of these. | 00:01:10
Items. Umm. | 00:01:15 | |
Simply because we have. | 00:01:17
A large agenda and. | 00:01:19
We want to make sure that everybody is heard. | 00:01:23
The statement of matters are to be heard, announced by myself, the Chair. | 00:01:26
Followed by the town staff presentation. | 00:01:31
Of 5 minutes. | 00:01:35 | |
Presented by the applicant of 10 minutes. | 00:01:37
And then the public comment will be two minutes per person. | 00:01:40
And you'll have one time to speak only. | 00:01:44
And then it will be followed by the board QA, which may occur at any point in time during this hearing. | 00:01:48
And then there will be a public comment will be closed. | 00:01:56
And the board will deliberate and vote. And I would ask you not to. | 00:01:59
Cross examination anyone on the board while we are? | 00:02:04
Deliberating and voting. | 00:02:07
And while you are presenting. | 00:02:09
So we'll start. | 00:02:13
The consent agenda items, Charles. | 00:02:16
Thank you, Madam Chair. Yes, we have two items on the consent agenda this evening. | 00:02:21
The board may approve these by title only. The first one is 2118 Atlantic Ave. where Clark Ferguson of Clark Ferguson Architects | 00:02:27
is requesting final approval to renovate. | 00:02:32
And put an addition on this existing home with one wrong request and that's for additional principal building square footage. | 00:02:37
The second item on the consent agenda is 1420 Thompson Ave. where Heather Wilson of Heather A Wilson Architect. | 00:02:44
Is requesting final approval of renovation and addition plans. | 00:02:51
For this existing home with a request for additional principal building square footage and additional principal building coverage | 00:02:55
area. | 00:02:58 | |
OK. | 00:03:03 | |
So do you want to explain possibly? | 00:03:05
Since the public hasn't seen this agenda item on our. | 00:03:08
Agenda before if you want to explain briefly, yes. So the consent agenda means is. | 00:03:13
These are items that the board has reviewed. | 00:03:21
Previously and provided comment to the applicant. | 00:03:23
Those comments were generally. | 00:03:27
Are generally a minor nature and staff has reviewed the. | 00:03:29
Subsequent submittal and found that those. | 00:03:34
Comments have been addressed appropriately and is recommending that. | 00:03:37
These can be. | 00:03:41 | |
Approved just by title only, without having a full review from the board again. | 00:03:42
Great. Thank you. | 00:03:48
I make a motion unless there's someone here. | 00:03:50
That wants to speak on it for. | 00:03:52
Final consent approval for 2118 Atlantic Ave. | 00:03:54
And 1420 Thompson Ave. | 00:03:57
Before we do that, we'll have public comment. | 00:04:00
Do I? | 00:04:04 | |
Yeah, I think if there's an objection from the public, then that would. | 00:04:06
I think that caused this to be something that we need to discuss further, so yeah. | 00:04:12
Public comment on either of these projects. | 00:04:16
Public comment is closed. | 00:04:20
Motion Make a motion for consent approval. | 00:04:22
2118 Atlantic Ave. in 1420. | 00:04:25
Thompson Ave. Second. | 00:04:28
Discussion. | 00:04:30 | |
All in favor. | 00:04:32 | |
Approved consent items. | 00:04:34
All right. | 00:04:38 | |
Next item is the historic design reviews. | 00:04:43
All right, first item on the historic review is 1204 Middle St. | 00:04:46
EE save a architects. | 00:04:52
ETC. It requests A conceptual review of plans for the renovations to this historic church office building, a Sullivans Island | 00:04:54
landmark property. | 00:04:58
And the demolition and new construction of the non historic parish hall. | 00:05:02
Both located on the same parcel. | 00:05:07
Here's an aerial of the. | 00:05:11
Property. This is the historic building up front. | 00:05:14
Church offices and this is the non historic parish hall with the large metal roof there. | 00:05:17
Umm. Here's the historic resource map. | 00:05:25
The Parish Office building is a Seldom Island landmark property. | 00:05:30
And, umm. | 00:05:35 | |
It is within the Solomon's Island or the Moultrieville Local and National Register historic districts. | 00:05:37
Interestingly, that line. | 00:05:44
Boundary for the historic districts cuts through the middle of this parcel. It's the only parcel I've found that has that unique | 00:05:46
feature. | 00:05:50 | |
And the. | 00:05:53 | |
Parish Hall Building is located outside of the district. | 00:05:56
Here's posting on the property advertising the hearing this evening. | 00:06:02
And here are some pictures taken of the parish hall from the front. | 00:06:07
And the street side and towards the rear. | 00:06:13
And this shows you the adjacency to the. | 00:06:17
Neighboring single family use. | 00:06:20
Here's another aerial close in on the property. | 00:06:25
You can see the Stall marriage church in the foreground. | 00:06:28
And then this is the parcel map showing. | 00:06:32
The parcel outline. | 00:06:35
So here's the existing site plan. | 00:06:38
With the existing parish hall. | 00:06:40
And the existing parish offices. | 00:06:42
And this is the proposed site plan which. | 00:06:45
As a new footprint for the parish hall, pulling it a. | 00:06:49
Out of the rear set back where the. | 00:06:54
Current halls located in the roof set back and. | 00:06:56
Improving the set back situation along this side to side where it's currently 8. | 00:07:00
From the. | 00:07:05 | |
Property line with the visitor Center for the for. | 00:07:07
And would move it to 10 feet off that property line. | 00:07:09
This is the. | 00:07:17 | |
Facades for the historic structure only. | 00:07:19
Change to The exterior of this building is in the rear where. | 00:07:23
New stairs off the back would be. | 00:07:29
Added to create a courtyard. | 00:07:33
Between the two buildings. | 00:07:35
Kind of kind of connecting them by a porch, essentially. | 00:07:37
And then you can see. | 00:07:45
More of that change on the. | 00:07:47
On the rear facade here. | 00:07:50
And this is the. | 00:07:56
Proposed. | 00:07:58 | |
New construction for the parish hall. | 00:08:00
Replacing the existing one. | 00:08:03
Here you can see that. | 00:08:06
Facade along Station 12. | 00:08:08
And this is the. | 00:08:12
The rear facade that faces the that would face the residential home. | 00:08:13
This is the. | 00:08:19 | |
Facade that faces towards the rear of the. | 00:08:21
Historic building and then this is. | 00:08:24
The facade that faces the Fort. | 00:08:27
Here's some. | 00:08:33 | |
3D perspectives of it from the street. | 00:08:36
You can see how it kind of hides behind the. | 00:08:40
Historic building and then behind the church as you go past it. | 00:08:43
This is a request to replace the existing. | 00:08:50
Historic Parish Hall for the stall. Myers Campus. | 00:08:54
It's on the same property with the parish offices that are historic landmark property from. | 00:08:59
Around 1930. | 00:09:05 | |
The BCA earlier this month granted variances to the residential. | 00:09:07
Standards to allow the construction of this building they've. | 00:09:12
Created coverage variances that will allow the principal building square footage, principal building coverage area. | 00:09:18
And impervious surface areas that are being proposed for the building. | 00:09:23
As well as set back variances to the side setbacks, the side facade articulations in the second stories side facade articulations. | 00:09:28
These variances have established. | 00:09:40
Existing conditions as conformities on the lot. | 00:09:44
So there are no nonconformities. | 00:09:48
This is the initial review by the board applicants requesting conceptual review to get feedback and not necessarily seeking an | 00:09:52
approval this evening. | 00:09:56
The Board should consider the relationship between the historic structure on the property. | 00:10:01
In the greater church campus. | 00:10:05
Through the lens of the newly adopted Historic Design Guidelines Manual and the Secretary of Interior Standards Guidelines. | 00:10:07
And also consider the impacts with the surround. | 00:10:14
Within the surrounding Rs district to ensure that the standards of neighborhood compatibility are followed. | 00:10:17
Since the variances were granted for many of the guidelines. | 00:10:24
That would have been. | 00:10:28
Ultimately, beyond the Board's prior view to grant, there are no relief requests with this application. | 00:10:30
Is there some points from our? | 00:10:38
Our new. | 00:10:41 | |
Guidelines booklet which. | 00:10:43
Didn't really consider. | 00:10:47
Outbuildings of this nature. | 00:10:49
In the Rs district so. | 00:10:52
It's hard to find any tease out any pieces but. | 00:10:54
I thought these two pieces. | 00:10:57
Kind of spoke to what we're. | 00:10:59
Discussing here and citing new outbuildings on the lot appropriately. | 00:11:01
Locating them to the rear of the dwelling. | 00:11:06
Or set back from the side elevations and. | 00:11:09
This building is located to the rear. | 00:11:11
And then? | 00:11:14 | |
Efforts should be made to. | 00:11:15
Site wheelchair ramps. | 00:11:17
And safety features. And accessibility features. | 00:11:19
And visually unobtrusive location and as you can see in this. | 00:11:24
Image they're proposing that ramp. | 00:11:30
Into the historic building on the rear of it. | 00:11:34
So. | 00:11:38 | |
Staff recommends that we provide. | 00:11:45
Feedback to the applicant this evening. | 00:11:47
As as requested for the conceptual review. | 00:11:49
Thank you. | 00:11:53 | |
Eddie. | 00:11:56 | |
I'm going to switch the presentation over to this. | 00:12:01
Thank you. | 00:12:05 | |
Good evening Eddie Favor with the E favorite architects. Thank you all for being here this evening. | 00:12:09
And hearing our presentation. | 00:12:13
And, and, Madam Chair, I know you mentioned you all look tight on time and I promise you will go as quickly as possible. We have. | 00:12:16
Two buildings that I know are of significant importance. So if we run a minute or two over if that's OK, but we'll do our best to. | 00:12:21
Compress I know you'll stay within the guidelines of our. | 00:12:27
Policies. Thank you. Yes. | 00:12:30
So just by way of introduction the property that. | 00:12:33
Whereas and. | 00:12:38 | |
Its associated properties are located or. | 00:12:39
Osceola and 1204 Middle. | 00:12:42
As designated in the red dotted line area. | 00:12:44
The area that we're Speaking of presently or tonight is the one where the new hall will be replaced, the old one that is shaded in | 00:12:47
Gray. | 00:12:50 | |
Um, a Stella Maris timeline and a little bit tongue in cheek, but the fact of the matter that you can see we started in 1845 just | 00:12:54
because that's when the Paris was established. There's a long standing. | 00:13:00
Historic connection to this property. | 00:13:05
Fast forward, obviously, to. | 00:13:07
A year or two ago when we started moving forward with this project, which all had seen the relocation of the Shill House, which | 00:13:10
was one of the historic properties that the church had owned. | 00:13:14
And was relocated. | 00:13:18
Move forward slightly. | 00:13:21
And is being renovated presently. | 00:13:23
We were two year board twice, the first time just to review the conceptual plan, the second. | 00:13:26
To review the plan as the potential parking area at the rear would layout conceptually. | 00:13:31
So both of those moved forward and on May 8. | 00:13:35
Of this year, we were to the Board of Zoning Appeals where we were granted the religious designation for the property. | 00:13:39
Which many of the properties on the island either have formally or informally. This this allowed that to happen. | 00:13:45
For this property. | 00:13:50
In the interim, we met with the community. | 00:13:52
And their extended neighbors. | 00:13:55
As well and then followed up with the most recent zoning. | 00:13:58
Board meeting where we were granted variances. | 00:14:01
All related to existing non conforming conditions, mostly because all of the zoning ordinances. | 00:14:04
Relate specifically to residential structures. | 00:14:09
So I'm going to run through just very quickly site context. | 00:14:13
Everybody, I'm sure, is familiar with it, but. | 00:14:16
The building is located halfway down Station 12. | 00:14:18
And abuts the National Park. | 00:14:22
And that institutional use in the parking area there, tucked behind the historic structure. | 00:14:24
And a budding residential property to the rear. | 00:14:29
Current views of it. | 00:14:34
Presently, or at least the site area would be sitting behind. | 00:14:36
The Fort building. | 00:14:40
And you can see in the bottom left the roof. | 00:14:42
Of the current call where the new hall would go, which again but the park area buffered by the live oaks. | 00:14:45
The areas are in the in the zone of the landmark properties. | 00:14:53
And as Charles had indicated, the area where the. | 00:14:57
Hall will be replaced is not such, Needless to say, because of its current status. | 00:15:01
Views of the property as it is presently with the church in the foreground the the. | 00:15:07
Sun in the rear behind the church is literally where the building will sit behind that. | 00:15:15
The block over. | 00:15:20
From Middle St. as you come down behind 1204 Middle St. which are currently parish offices and will be restored as such. | 00:15:21
And further down Osceola. | 00:15:28
1118 which has been renovated and restored. The current rectory at 11:12 which has been. | 00:15:30
Renovated and restored with a small addition. | 00:15:35
And the non historic structure at the rear of the property off of Osceola has been removed. | 00:15:38
I'll let Joel speak a little bit to the history. | 00:15:46
I'm going to go very quickly through this, but the the square joining the church was in 1871. | 00:15:49
Named by the Committee of Lots in honor of Father Birmingham who built the existing square here, so there's obviously been a long | 00:15:56
standing use. | 00:15:59
You can see the historic views of the structure, especially the limited development that's occurred around it, that. | 00:16:03
From 19/10/1940 and what exists today, you can see the small scale structures that are on the lot. | 00:16:09
There's been a significant development around it with the base hospital, other buildings, but as you look at the lots that | 00:16:15
currently surround the church. | 00:16:18
And its iconic view, that's one of the important areas that we felt like needed to be isolated and respected. | 00:16:22
As you look at the existing conditions. | 00:16:28
There are the existing historic house which Charles referenced. There is the existing parish hall. | 00:16:30
Which is a metal frame building and significant disrepair which cannot actually be repaired with any subcontractors or anyone that | 00:16:35
will work on it so. | 00:16:39
It needs to be taken down and replaced with a building that can actually serve its purpose. | 00:16:44
There's existing impervious asphalt parking. | 00:16:49
Is between both buildings. That's on the lot. | 00:16:51
Behind the church that runs right up to the church and in front of the church where the curb has been paved over. | 00:16:54
You can see there's existing plant buffers buffering the. | 00:17:01
The Port Moultrie visitor site, which allows for kind of a visual screening of that facade and a natural place for us to site the | 00:17:05
building. There's also planted buffers to the residential neighbor at the rear and along the rear of the property. | 00:17:11
And the historic rehabilitation which is the building isolated in the red. | 00:17:18
Dash. Here you can see that the existing form of the building is relatively pure and. | 00:17:22
In our restoration of this project. | 00:17:28
Suggesting. | 00:17:32 | |
Any expansion of the footprint? | 00:17:33
The the church has been a good steward of the property. | 00:17:35
And they have restored 1 landmark structure. They're currently restoring another landmark structure and they would be treating | 00:17:38
this the same way. | 00:17:42
I think there's few people that are dealing with three landmark structures and they've done so in a way to really serve the | 00:17:46
community. | 00:17:49 | |
As you look at the. | 00:17:53
The the plan here you can see the difference between the buildings. The existing layout of the room suited very well for offices, | 00:17:54
and we're really preserving the existing layout almost in its entirety there. | 00:18:00
The only change is to the rear of the structure, which is required by code for the ADA ramp that's there and allows access to the | 00:18:05
structure. I'll turn it back over to Eddie for the Parish Center. | 00:18:10
Thank you, Joel. | 00:18:17
So for the proposed parish center, the last time the DRV saw it. | 00:18:18
We were looking at existing conditions and what was. | 00:18:24
Going to happen conceptually and we follow through with that plan. These are the existing conditions. The red dotted line | 00:18:27
indicates where the new hall will go. | 00:18:30
Current Hall, as we say, kind of an 80s Butler building and just for everybody's information and reference as well. | 00:18:35
Current condition which is not the. | 00:18:40
Greatest of states. | 00:18:43
And and so many things about it don't meet code in addition to circulation handicap access bathrooms. | 00:18:44
All of those type of things which would be addressed in the new proposal. | 00:18:51
Some of the things that I think are worth saying, and I know we mentioned it easy A meetings for those who hadn't been there, | 00:18:54
there had been a lot of kind of. | 00:18:58
Talk or otherwise that 7 Mayors Hall would be the largest building on the island. It's definitely not and we can document that and | 00:19:01
show you. | 00:19:05 | |
Increase water would. | 00:19:09
Inevitably result from raising land elevation. It cannot legally, so that will not happen. | 00:19:11
And Stella Maris is. | 00:19:17
Not planning to build a big hall to grow their numbers in any way shape or form. | 00:19:20
The other thing which I think is incredibly important is all of the immediately abutting adjacent neighbors. | 00:19:24
Are all in very strong support of this current proposal. | 00:19:28
Quickly just to reference scale for those that may not have to deal with it often. | 00:19:32
And the kind of thought this was a large building. | 00:19:36
In reference to the school, that's our current. | 00:19:39
Footprint. And that's the school building. | 00:19:42
So big difference in size and square footage. | 00:19:45
Similarly, just for reference with another. | 00:19:49
Religious institution. | 00:19:52
Well done and nestled in, albeit years ago. | 00:19:54
Holy Cross. | 00:19:57 | |
Our building is is so compared to some of their support buildings where they have. | 00:19:59
Total of 31,000 square feet and we're at 17 with cars. | 00:20:03
All of them I think work well and it's not to disparage any of them. I just think it's a different situation and we've been able | 00:20:07
to address a little bit better on our siding. | 00:20:11
One of the things that we think is important as we move forward with design too. | 00:20:15
Is all of these parish buildings, religious institutions and otherwise are? | 00:20:19
Or background buildings. The church is the star, the historic. | 00:20:23
Buildings are the star. | 00:20:27
And it really shouldn't be something that screams or calls for attention. | 00:20:28
All of these other institutions have. | 00:20:33
Have support facilities and they adjacent to their religious structures. | 00:20:36
And we did, ironically enough, even as. | 00:20:41
Follow many of the guidelines that y'all had adopted recently, although they had been written in stone. They're just good | 00:20:44
practice. | 00:20:47 | |
Namely, a new building or addition reflects its own period of construction, representing the vitality and evolution of the | 00:20:50
historic district overtime. | 00:20:53
And again, with this building, be it. | 00:20:58
Background buildings or otherwise, that's something that lets Stella Mirrors be the star of the show. | 00:21:01
All of that, we felt like, also needed to be adopted to Sullen Island. | 00:21:07
So again. | 00:21:11 | |
The larger structures, the ones that are done well on historic precedent. | 00:21:12
Are modulated with porch elements or overhangs. | 00:21:16
Simple facades, things of that nature, whether they were done. | 00:21:20
Long ago were such as the base hospital, even further beyond that. | 00:21:24
Some of the things that hadn't been done in the last. | 00:21:29
Couple decades didn't have the guidelines and the other things to abide by, so that's just for reference of what's there | 00:21:32
presently, but. | 00:21:35
Would like to think that we've. | 00:21:38
Learn from some of these things and some of the guidelines that are in place now what we're trying to follow. | 00:21:40
Materials as well would be something that's very vernacular, typical to Sullivan's Island. | 00:21:45
And of the drawings I'll saw previously. | 00:21:51
This was the proposed. | 00:21:54
Site plan diagram that was requested at that time. | 00:21:56
Where we demonstrated where the new hall would go. | 00:21:59
Pervious parking to the rear. | 00:22:02
And a green band towards the front of the property. | 00:22:04
May I go just a little while longer? | 00:22:07
I hadn't been able to present. I would appreciate it. | 00:22:10
Yeah, a few, a minute or two without do it that be enough? | 00:22:12
Yes, ma'am, I think so. I'm just gonna keep talking. | 00:22:17
So I'm sorry because it's just two big buildings in a line I understand well. | 00:22:21
We will address many of these things. | 00:22:26
When the board asks you questions. Understood. So it's not like you're not gonna say everything you want to. OK, OK, I'll. I'll do | 00:22:29
this quickly. | 00:22:32
So as previously shown to your board. | 00:22:37
That that was what was the reference plan of where we were going. | 00:22:39
Since then, the historic structure at the rear of the property was a move. | 00:22:43
And the addition off the shield house was not done, so it's even less intense. | 00:22:46
The blue line indicating the historic streetscape. | 00:22:52
Of what we are taking into consideration. | 00:22:55
And again with y'all's principles as recently adopted. | 00:22:59
Very much adhered to site placement, building height and width, scale, form, materials, details, rhythm. | 00:23:02
Diagrammatically. | 00:23:08
What was very important to us is a long Osseo in the beginning of middle, if you'll notice the band at the bottom of the drawing. | 00:23:09
That could be a green or a residential zone all along that street, anything that happens associated with the work that we're | 00:23:15
doing. | 00:23:18 | |
Is far behind it or halfway down Station 12. | 00:23:22
Where the hall is at the top. | 00:23:25
Right of your screen. | 00:23:27
So current. | 00:23:30 | |
Proposed plan of the new hall. | 00:23:32
The increased. | 00:23:35
Open area around the existing church and the Shill house on Osceola. | 00:23:37
Perspectives as one would drive down. | 00:23:42
Towards that direction off middle and then turning down Osceola where you would see the building in the rear. | 00:23:45
I have a floor plan that we can reference for you too and I neglected to mention but. | 00:23:52
And between the. | 00:23:56
Initial zoning and request in the second one. | 00:23:58
There was a request is there any way to reduce some of the square footage? We did so in good faith, I think by more than what what | 00:24:01
was expected. So that was well received. | 00:24:05
For reference purposes, this is the current hall. | 00:24:10
And the seating area of the new hall is what's in yellow. | 00:24:13
Datagon red is what's. | 00:24:16
Currently there, so it's not something that's growing extensively. | 00:24:18
It really is attributed significantly so. | 00:24:22
To circulation. | 00:24:24
Bathrooms, ADA facilities, as you can see by this diagram, the one on the left showing where circulation is in the current hall. | 00:24:27
And what's required in the new home? The current home does not meet any codes. | 00:24:33
I mean not any codes, but a lot of codes. | 00:24:38
Circulation and support. I won't run through all of those and the interested time but but. | 00:24:40
All of those things are listed of things that we are able to comply with in the new building and the current building does not. | 00:24:45
Very important to us was the sighting of the existing. | 00:24:53
Plant buffers. | 00:24:59
I can scroll through these. | 00:25:01
Is that all right? | 00:25:03
Are you? Are we? | 00:25:05
Getting close? Yes, ma'am. | 00:25:07
So elevations which you have in your plan? | 00:25:10
Of the great. | 00:25:13 | |
Overlays in the front of the buildings that currently exist, so you have a scale reference and where something's already in place. | 00:25:15
Existing streetscape. | 00:25:21
Proposed streetscape where the building is to the rear. | 00:25:23
Existing streetscape. | 00:25:26
Proposed Streetscape. | 00:25:27
Proposed streetscape from Osceola. | 00:25:30
As you go down station 12, the new building as it relates to the historic structure with the 88.5 in between. | 00:25:33
From over at the church. | 00:25:40
The view of the building. | 00:25:41
And again, just I think it's important or. | 00:25:44
Reiterated that we've had very productive meetings with neighbors and most particularly those immediately adjacent to the site. | 00:25:47
Are in full support of the project. | 00:25:53
So thank you. I'm sorry for the run over. Thank you. | 00:25:56
Thank you. | 00:25:59 | |
We'll open it up to public comment. I'll remind everyone a 2 minute per person, one time only comment. | 00:26:00
If you'll. | 00:26:07 | |
We'll open it up now. Anyone from the public want to comment on this particular project? | 00:26:09
An agenda item? Yes Sir. | 00:26:15
If you're. | 00:26:18 | |
Go to the podium, state your name and. | 00:26:19
Address. | 00:26:21 | |
I'm Representative Joe Bustos. I live at 649 King Street in Mount Pleasant. | 00:26:29
And I represent Sullivan's Isle of Palms and part of Mount Pleasant. | 00:26:34
And I just want to say from my perspective, I think this enhancement. | 00:26:39
Is a wonderful addition not only to Sullivans Island. | 00:26:44
But to the entire district. | 00:26:48
And with that, I will close. Thank you, Sir. | 00:26:51
Thank you. | 00:26:54 | |
Anyone. | 00:26:59 | |
Public comment is closed. We'll open it up for comments. | 00:27:03
Till. | 00:27:08 | |
Yeah, Eddie, I'd love for you to kind of. | 00:27:11
Tell us your inspiration for the architectural style. | 00:27:14
And kind of what led you to break it up, design it how it is and just if you could do a little. | 00:27:17
Architectural background and ideas for us please. | 00:27:23
Yes, Sir, absolutely. | 00:27:27
Let me get back to. | 00:27:30
I think. | 00:27:32 | |
And I'll default to some of the principles too, as I said, which are ones we kind of abide by regularly or try to. | 00:27:33
But citing. | 00:27:39 | |
Of the building where it was located obviously was very important because they were discussion should it go on the other property, | 00:27:41
should it go here? | 00:27:43
Halfway back. | 00:27:46
Station 12 made an awful lot of sense. | 00:27:48
It was important again that. | 00:27:50
Mr. Clark, from the street perspective and even as you turn that there's. | 00:27:52
A very clear differentiation between, you know, the historic structures and what's adjacent to it. | 00:27:57
But with that said, I think it's important that. | 00:28:02
The one that adjacent to it is the one that. | 00:28:06
Perhaps mitigates and is a buffer to the newer structure in the rear. | 00:28:08
So very much something that. | 00:28:12
Felt it would be disingenuous to try to make it look like a historic structure per. | 00:28:16
Guidelines and. | 00:28:21
Preservation standards as well. | 00:28:23
But that's not to say that it couldn't be. | 00:28:24
Very compatible. | 00:28:26
And the hall itself to the rear. | 00:28:28
Again, something we're still exploring, obviously materials, this is just for conceptual review and approval. | 00:28:31
Would be again just a background building, something that just. | 00:28:36
Is set to the rear and doesn't call attention to itself in our minds. | 00:28:41
Yeah, I mean and as you know we've we've mentioned before. | 00:28:45
Someone else was coming and wanted to design. | 00:28:48
Something like this. I'm first of all, I'm all for what needs to be done, and I'm in favor that it does need to be done. | 00:28:51
Yes, but if someone was designing something on a historic property like this. | 00:28:58
I feel like. | 00:29:03 | |
We would probably call you in as a consultant because you are you're certainly the one that knows more about this. | 00:29:06
I feel like the the back part of the building. | 00:29:12
Maybe taking it? | 00:29:14
Too far for such a large structure, so I don't know if there's some other. | 00:29:16
More vernacular. Not necessarily replicating historic, but more vernacular. | 00:29:20
Massings breaking up the massings materials or something that could be done versus. | 00:29:25
What's there now is absolutely beautiful. I just know I don't. I'm not sure. | 00:29:30
About it. | 00:29:34 | |
Here versus. | 00:29:34 | |
Downtown or somewhere else that's that's that's my initial reaction. But as far as the size of it and the placement of it, I think | 00:29:36
it's very appropriate. I just. | 00:29:39
Looking at it from a historian like yourself. | 00:29:43
And and some of this well versed in the vernacular. | 00:29:47
It seems a little bit even far reaching for what I expected. | 00:29:49
And so I'm struggling with that a little bit. | 00:29:53
Yes, Sir. And if I just quickly may respond. | 00:29:56
Definitely conceptual for us, but massing was important and it wasn't something that lent itself to a. | 00:29:59
Gabled roof or this or that by virtue of. | 00:30:06
Platform, I mean the classrooms back to the rear of it. | 00:30:08
So I think fenestration we would look at. | 00:30:12
Modulating that and that's very much the intent materials as well. | 00:30:15
But that it. | 00:30:18 | |
It did feel important that it somehow differentiated itself from something else and not try to. | 00:30:20
Mimic. | 00:30:26 | |
I guess is what I'm getting at, but I hear your comments on something. We yeah, Saint Andrews just went through it recently, a | 00:30:27
couple years ago, were there when their structure burned. They had to rebuild it behind their historic structure. And yes, and I | 00:30:31
know there was a lot of back and forth with that one with stucco metal. Eventually they ended up doing like painted brick or | 00:30:36
something just to try to get somewhere in between. So. | 00:30:41
I whereas I think this this. | 00:30:46
The structure is absolutely gorgeous. I. | 00:30:49
I still tend to. My comment would be to try to. | 00:30:51
Soften it some. It may be a good word or a little bit more of an accident. | 00:30:57
That's like thank you. | 00:31:00
Run Eddie again. | 00:31:03
Excellent work, as you always do. | 00:31:07
Thank you, Phil. He I have pretty much the same concern and I don't think I've ever struggled with. | 00:31:10
Anything more than. | 00:31:17
This tonight. | 00:31:18
Of course we want to. | 00:31:21
Go with the flow. | 00:31:23
And get it going. | 00:31:24
My main concern was the horizontal versus vertical. | 00:31:27
It's the rhythm of the streetscape is often defined by a general vertical or horizontal feeling. | 00:31:32
Of the individual Billings buildings. | 00:31:37
New construction should respect the block's dominant vertical and horizontal orientation. | 00:31:40
It's a beautiful, beautiful building. | 00:31:45
But I think as Phil said, it does need to be softened slightly. Yes, Sir, I think you're going to get there and. | 00:31:48
We have to say this because that's what we're here for. And I, you know. | 00:31:56
Have to be true to myself. | 00:32:02
Can't just say something that I don't believe in. | 00:32:04
You're going to get there. | 00:32:07
But I think we just have a little adjustment to do to get there. | 00:32:09
Yes, Sir, it's a beautiful, beautiful design. | 00:32:12
I think that's our intent development of this forward based on y'all's comments, right? Yeah. I mean you look at it and it's like, | 00:32:14
yeah, it's. | 00:32:18 | |
It's very modern. | 00:32:22
It's just beautiful. | 00:32:25
It's very big. | 00:32:27
And it's just. | 00:32:29
I'm struggling with. | 00:32:32
Does it really belong in the neighborhood as it is, or do we soften it a little bit to get this passed? | 00:32:34
OK, if I say a little softening. | 00:32:43
A few, you know, adjustments here and there and I think. | 00:32:45
We'll be good to go, sure. | 00:32:49
Thank you. | 00:32:51 | |
OK. | 00:32:54 | |
Yeah, I think that. | 00:32:55
Phil and Ron hit the nail on the head and I think. | 00:32:58
You got the message on that again conceptually. | 00:33:00
Doing a great job going the right direction. Help me the. | 00:33:03
Square footage of the existing building. | 00:33:06
To the new structure, the difference between the two. | 00:33:09
The existing building I'm going to yield on y'all. | 00:33:12
4600 square feet larger. | 00:33:16
And I'm going to go back to. | 00:33:18
This. | 00:33:21 | |
Which was? | 00:33:26 | |
A lot of that is attributed to. | 00:33:27
But yes, Sir, that's yeah. And your and your footprint will be the same 4600 feet. | 00:33:30
Larger I just we're is there any elevation that's what are we going to do with the elevation you're going to bring in a. | 00:33:35
Elevations of the building, Yeah. Oh, yeah. So they're in here. I just had to speed through them, I think. And I'm sorry, and I | 00:33:41
misspoke. Are you going to bring any additional dirt into Raise? | 00:33:46
The foundation inning. | 00:33:52
No more than what we're showing presently, right? | 00:33:55
Pending approvals are. | 00:33:58
Civil engineers already on board. | 00:34:00
And with y'all's direction, that's what we'll be moving forward with. But yes, Sir, it's not something that's going to be | 00:34:02
floating. I mean, so many of them are built up and have. | 00:34:05
But that was not the intent with this structure. Well, again, I guess just how much filter it's going to be brought in, are we | 00:34:09
going to and just obviously we have to work through a. | 00:34:13
You know water retention program, yes, from the and and they are 100% on board with that. | 00:34:17
And are charged with resolving it and said that it's. | 00:34:24
Absolutely doable. | 00:34:26
That it's not anything that's going to create a water problem. | 00:34:28
In fact, it will improve the drainage issues in that area, which are. | 00:34:30
Kind of abhorrent right now it's just swamped behind the church. And I understood that you got with number 402405 and 4:06. | 00:34:34
Station 12. | 00:34:41 | |
Do I get what? I'm sorry those immediate. | 00:34:44
Property owners right adjacent to the property on. | 00:34:46
Section 12402405 and 406. Yes Sir, Sorry, I'm not sure. | 00:34:49
All of those and people beyond that that I that I don't know as well that with our the last meeting that the church held. | 00:34:53
But but every single one of those that are surrounding. | 00:35:00
The. | 00:35:03 | |
And, and most particularly the gentleman that's impacted at Mr. Young to the rear of the building, we pulled it up. | 00:35:04
It doesn't meet the set back presently. We pulled it forward. | 00:35:10
But he spoke in very strong support of it at our zoning variance. | 00:35:13
And said to feel free to offer that support to you all again tonight. Great. OK, so 406, I think that there. | 00:35:16
Maybe this is second home possibly for them and you may not have been able to reach them possibly. I'm not sure which 1406 It's | 00:35:22
the one behind them. It's the last house on the right, but all of them are going to be no I've hand delivered notes to. | 00:35:29
Everybody that you see there and the one beyond. | 00:35:36
And didn't get responses from a lot of them. So I know father reached out to some of them personally, tried to walk back there. So | 00:35:39
there was a genuine effort and then there was a meeting note sent out. | 00:35:44
Between the last two. | 00:35:48
E-mail to everybody to invite anybody present so. | 00:35:50
Well, I I agree with Ron. | 00:35:53
We can get through this, it's going to be great and we're looking forward to the new improvement. | 00:35:55
When we finally get it through. So thank you. That's all I have, Madam Chairman. | 00:35:59
Thank you. | 00:36:02 | |
I do want to make a note during public comment that there are two letters. | 00:36:04
In favor one from. | 00:36:10
Psycho and Rob Baiko. | 00:36:12
And John Winchester in favor of and then a concern from David Russell. | 00:36:15
And they will speak at a later meeting. | 00:36:20
So. | 00:36:25 | |
Charles. | 00:36:26 | |
If you could pull up 24.0 new construction additions. | 00:36:28
Yes. | 00:36:37 | |
So my concerns. | 00:36:42
Is the vernacular. | 00:36:45
Of the island. | 00:36:48
And how the new building I know you will get there. | 00:36:50
But I think. | 00:36:55 | |
This when I first looked at it. | 00:36:57
And I've been doing this. | 00:36:59
All my life in terms of. | 00:37:01
You know. | 00:37:03 | |
Construction, renovations, different, you know, buildings. Mostly commercial. | 00:37:04
That it looked like the Bennett Hotel, the Federal building downtown. | 00:37:11
It has that feeling to it. | 00:37:15
And my first thought was, is there going to be a school? | 00:37:18
In this location. | 00:37:23
Was the reason for the additional square footage. | 00:37:25
And while I understand there are other buildings on the island. | 00:37:28
This is not a school. | 00:37:33
It's a church, you know, It's a place of worship. | 00:37:35
It's it's a place of there'll be, there'll be classrooms and and people worshipping. | 00:37:41
Or classrooms in there. | 00:37:48
You know the new building seems. | 00:37:52
In my opinion. | 00:37:55
If you look at 24. | 00:37:57
My concerns were. | 00:37:59
24. | 00:38:03 | |
.024 point 2 and 24.3. | 00:38:04
And the mass and the materials. | 00:38:09
I think that. | 00:38:12 | |
Changing, you know, one of the things that I did a study, I was looking at the different. | 00:38:13
Larger buildings, churches as well. | 00:38:19
And, umm. | 00:38:23 | |
The classrooms of Holy Cross and and did a study and. | 00:38:24
They're broken up as we ask for. | 00:38:28
The same in houses when, you know, we look at the historic house and then we look at the. | 00:38:32
House that's being. | 00:38:37
Built behind it and we always say we don't want it to dwarf and we don't want it to override and. | 00:38:38
Draw attention away from the historic. | 00:38:44
Building and I think. | 00:38:48
In this particular instance, I think that. | 00:38:50
The proportions of the new addition should be compatible with the existing building. | 00:38:53
And height scale and size and massing so as to not overpower it visually. | 00:38:58
A new addition should never be taller, wider than the original structure. | 00:39:04
Unless it's required and I understand that you've done. | 00:39:09
You know you've gotten some approvals. | 00:39:12
But 24.3 it should be compatible in terms of the material. | 00:39:14
Different, but the spacing of the windows and the doors and I think those are really important keys. | 00:39:19
Um, so while that. | 00:39:27
Talks a little bit more to additions for residential. | 00:39:30
I think that there are examples on the island that may be out of date. | 00:39:35
Whether it be sunrise or whether it be Holy Cross, they met the vernacular of the island. | 00:39:41
So I would, I would just say, I think that. | 00:39:47
Proportion and solid to the void ratio. | 00:39:51
Maybe going back and looking at the rhythm. | 00:39:55
The streetscape. | 00:39:57
You know, coming up and I, I know you'll do a great job. | 00:39:59
Bringing this together. | 00:40:03
So that it it looks more like. | 00:40:06
Settlements Island versus downtown. | 00:40:08
And I concur with everybody here on. | 00:40:12
On that, did you want to say something else? Yeah, I'd just like to say that. | 00:40:15
I'm so used to seeing the building that's there since the early 70s. | 00:40:20
And it's just imprinted in my brain and so many times sitting on the board, it's very difficult. | 00:40:25
To see such a giant leap to something different. | 00:40:33
And I really have to digest it and. | 00:40:37
Take into consideration what my fellow board members think as well. | 00:40:39
And you know when you have someone like Eddie drawing it? | 00:40:43
I'll say it Eddie, you one of the best. | 00:40:47
OK. And we always enjoy. | 00:40:49
Your design and your effort into every project you put in there. | 00:40:50
But I think if you. | 00:40:54
If you listen to what each one of us says, and especially Beverly with the vernacular of the island, if we that little building | 00:40:56
that you have there is absolutely gorgeous. | 00:41:01
It needs a lot of work and I know you want to rebuild and do something really nice, but again, I think by softening. | 00:41:06
And making the building look a little more like the island. | 00:41:14
I think you're going to get there pretty quick. | 00:41:18
We, I particularly support you and what you want to do, but it's my job on the board to really. | 00:41:21
Pick it apart. | 00:41:28
Really. And we do it to every. | 00:41:30
Everything that comes. | 00:41:33
By here and. | 00:41:35 | |
That's about it. | 00:41:38
Do you have enough information from the board? | 00:41:41
OK. Thank you. | 00:41:44
All right, the next item on the agenda is 1656. | 00:41:46
When we return. | 00:41:53
They may come from preliminary people. | 00:41:55
That will be up to the design. | 00:41:58
Sure. | 00:42:00 | |
That will be up to the design. | 00:42:02
The application is conceptual or, you know, feedback. | 00:42:05
Is another word. | 00:42:09
And then? | 00:42:11 | |
Conceptual Movement. | 00:42:13
We do not give approval on this preliminary or it's not preliminary this conceptual presentation. | 00:42:14
So it depends on the. | 00:42:22
Design. | 00:42:24 | |
What the next review will be? | 00:42:26
And. | 00:42:29 | |
OK. | 00:42:32 | |
One more thing. Sure. | 00:42:33
This may be out of. | 00:42:35
Father, would you like to say a few words? | 00:42:38
Just wanted to give you the opportunity. | 00:42:43
This Wednesday. | 00:42:47
Yeah, we're behind you 100%. | 00:42:49
We're done, right? Yes. | 00:42:53
We'll let you leave and then we'll go to the next agenda item. | 00:42:56
We have. | 00:43:03 | |
I appreciate it. | 00:43:08
Thank you for listening. | 00:43:12
It's good. | 00:43:17 | |
Thank you. Thank you. | 00:43:21
This just gives you. | 00:43:24
Thank you. | 00:43:30 | |
Hey, Eddie. | 00:43:32 | |
I say this with all respect. | 00:43:34
You can do better. | 00:43:37
I'm I know. | 00:43:40 | |
I know, yeah, change it. But I know you can do better. | 00:43:43
I'm serious. | 00:43:50 | |
And I say it with all respect. | 00:43:52
Hey. | 00:43:56 | |
OK. All right. OK. | 00:43:59
OK. | 00:44:01 | |
Excuse me? | 00:44:04 | |
John. | 00:44:07 | |
OK, next agenda item. | 00:44:13
Right, 1656 Atlantic Ave. | 00:44:17
Thank you, Madam Chair. | 00:44:20
Mr. Clark will recuse himself from this item and. | 00:44:22
As such. | 00:44:26 | |
We'll only be able to review this. | 00:44:28
And provide feedback. We cannot take a vote on the item this evening. | 00:44:30
I'll shut that door. | 00:44:36
So we have a. | 00:44:41 | |
1656 Atlantic Ave. where Bryce Ritchie of Clark Design Group is requesting A conceptual review for renovations to this existing | 00:44:43
home, with a request for additional principal building square footage. | 00:44:49
And principal building coverage area. | 00:44:54
Here's an aerial showing the properties location on Atlantic Ave. mid block Mid block between Station 16 1/2 and Station 17. | 00:44:59
On the opposite side from the ocean. | 00:45:07
This is the historic resource map. You see this property. | 00:45:11
Is a traditional island resource. It was. | 00:45:16
Designated as such last March by this board. | 00:45:19
So outside of any of the historic districts of the town. | 00:45:23
Here's the posting on this property advertising the hearing this evening. | 00:45:28
And on your left you'll see the existing floor plan of the first floor and the proposed. | 00:45:35
Plan for the first floor. | 00:45:42
Taking away these. | 00:45:45
Kind of octagonal. | 00:45:48
Elements squaring those corners. | 00:45:51
Removing this sunroom and replacing it with the rear porch and. | 00:45:56
Portion of the master suite coming. | 00:46:01
Filling in some of that porch area on the side. | 00:46:04
With some extra. | 00:46:07
Livable space. | 00:46:08
And from a facade view. | 00:46:12
Front Facade. This is the existing facade. | 00:46:15
And this is the proposed facade you can see on the 2nd floor that be removing that balcony. | 00:46:18
Then removing this deck on the left hand side and kind of mirroring the porch on. | 00:46:23
The right hand side with the new porch on the left. | 00:46:29
This is an initial review for conceptual review by the board to give feed get feedback. | 00:46:37
As I've stated, this came to the Board in March of 2024 and was designated as historic resource and there were some. | 00:46:44
Approved renovations primarily to the rear porches at that time. | 00:46:51
Current request is to modify those porches on the building, removing the side decking, wrapping the front porch around. | 00:46:56
Removing some heated infill on the rear and replacing it with the covered porch that matches the front porch. | 00:47:02
The applicants requesting small increases in principal building square footage and coverage area to meet these requests. The | 00:47:11
principal building square footage increase is only 39 square feet. | 00:47:16
And the principal building coverage area increase would only be 82 square feet. | 00:47:23
The applicant intends to maintain the historic structure and the changes will only affect non historic components of the home. | 00:47:31
And the proposed design will also require a side facade relief to allow the side facade that has a linear length greater than 38 | 00:47:37
feet without articulation. | 00:47:42
The proposed distance between the front porch and the rear of the house. | 00:47:47
On the western facade is 45 feet 9 inches. | 00:47:50
This would represent a 20% increase that is within the. | 00:47:53
Towards purview to. | 00:47:57
Grant that as well. | 00:47:59
The encroachment into the side set back on the western elevation is an existing condition, and as the property is historic, that | 00:48:01
is a conforming condition. | 00:48:05
So these are those. | 00:48:10
This is not the relief request. | 00:48:13
Yes, there. | 00:48:16 | |
One percent 39 square feet for 3062 square foot house. | 00:48:17
And then coverage area increasing by one percent, 82 square feet to go to 2162. | 00:48:22
Staff recommends that the board review and provide feedback to move this design toward final approval. | 00:48:29
Thank you, Charles. | 00:48:35
Good afternoon. I'm Bryce with the Clark Design Group. | 00:48:37
Reviewing 1656 Atlantic Ave. | 00:48:40
In our set we have our survey just looking at. | 00:48:48
Lot size and getting the 1st. | 00:48:51
Picture of what is existing on site. | 00:48:54
Historical background So back in March of 24, we had. | 00:48:58
Butler presentation or. | 00:49:02
Preservation. | 00:49:04
Do a historic report on. | 00:49:05
The structure. | 00:49:08
And basically what we found is. | 00:49:09
The original massing or original building was located in Moultrieville. | 00:49:11
It was part of the. | 00:49:16
The church. | 00:49:19 | |
The and it was used as a schoolhouse. | 00:49:20
Off of Ocella Ave. So that was the original location and then? | 00:49:24
In the 1980s it was saved and there was even an article in the paper. | 00:49:29
How it was then moved and. | 00:49:35
Remodeled as a residence off of Atlantic. | 00:49:37
Looking at some photos. | 00:49:44
As seen from the front of the house, the rear. | 00:49:46
And also the driveway. | 00:49:49
Most everything that we can see is. | 00:49:52
Around the 1980s and after so. | 00:49:56
A lot of renovations have been done. | 00:49:58
Especially on the outside. | 00:50:01
Porches have been added stairs. | 00:50:03
Really. From the report, the most historic. | 00:50:06
Part of the building. | 00:50:09
Is the heart pine floors on the inside and then also just. | 00:50:10
That main massing. So we'll look at some drawings that kind of explain that. | 00:50:14
We wanted to kind of show. | 00:50:20
The floor plans next to each other, comparing. | 00:50:22
What is existing on the left and then what we had previously designed and proposed? | 00:50:24
And then? | 00:50:30 | |
What we are proposing now? | 00:50:32
Same thing comparing elevation so. | 00:50:36
What was existing or what is existing now? | 00:50:39
Previously submitted. | 00:50:42
And, umm. | 00:50:43 | |
Than what we're proposing. | 00:50:45
For the elevations. | 00:50:47
I think one comment and we can look at this further. | 00:50:49
Is. | 00:50:52 | |
We're just infilling the porches and kind of. | 00:50:53
Creating something that matches. | 00:50:56
A lot more of the house at one point when we. | 00:50:59
Previously. | 00:51:02 | |
Umm, designed. We had. | 00:51:04
In addition, off the back and and now the square footage is a bit less and it's mostly enclosed porch. | 00:51:06
Looking at the front Facade 2, we will talk more about it. | 00:51:14
But the Porsches are more equal in size. I know it was a comment last time that. | 00:51:17
Part of the new was a bit. | 00:51:22
Heavy and a bit extended on one side, so we address that as well. | 00:51:23
I'm just looking at the other elevations, comparing each side. | 00:51:29
What was existing? | 00:51:32
Previously submitted and then proposed. | 00:51:34
Getting into the site plan. | 00:51:39
So this is existing. | 00:51:41
Think the biggest thing? | 00:51:43
To note is. | 00:51:44 | |
There's a large non pervious. | 00:51:46
Drive and there is some watershed and some water collection because of this. | 00:51:49
Our principal, Phil, had reached out to the neighbors on both sides. | 00:51:55
And kind of talked about. | 00:51:58
The stormwater and how we are proposing to drain the site. | 00:52:00
That was a concern that. | 00:52:04
We kind of have a preliminary. | 00:52:06
Drainage Plan 4 and. | 00:52:09
I think the two biggest things and we'll talk about it in the. | 00:52:11
Proposed is. | 00:52:14 | |
Umm, towards the lot 1650 there was an existing ditch that we are now. | 00:52:17
Kind of. | 00:52:23 | |
Going to re landscape and open up for drainage on that side. | 00:52:24
And we are also now proposing doing a pervious driveway. | 00:52:28
And then also. | 00:52:32
Some drainage. | 00:52:35
With a French drain essentially in a basin that goes around the building. | 00:52:37
And drains to that pervious driveway. So we're really taking care of all the water that's going to be collecting on site. | 00:52:41
Nice. | 00:52:47 | |
So looking for that, the ground floor plan. | 00:52:50
What's existing? Just talking about removing those. | 00:52:54
Octagonal. | 00:52:57 | |
Sides of the porches. | 00:52:58
And that is the biggest kind of demolition there. Also the stairs in the rear we are also proposing to remove. | 00:53:00
Proposed. | 00:53:08 | |
We're adding the pervious driveway. | 00:53:10
And then also a new rear stair that. | 00:53:12
Is worked into the porch. | 00:53:15
Existing first floor plan. | 00:53:20
So. | 00:53:22 | |
You can see more in detail the different rooms porch sizes. | 00:53:23
Kind of the layout of what is existing now. | 00:53:28
And. | 00:53:33 | |
Showing existing first floor plan diagram you can see. | 00:53:35
Original umm. | 00:53:38
Panel door with sidelights, that's in the front. So that is one part that is also historic that. | 00:53:40
Is original. All the other windows have been replaced. | 00:53:45
You can see by the solid green and green shading. | 00:53:49
What that original historic massing is. So that's the main massing the building. | 00:53:52
And then all the 1980s editions around that have been the porches, the stairs. | 00:53:57
Pretty much. | 00:54:02 | |
The entire going around the entire building. | 00:54:03
Including an enclosed. | 00:54:06
Square footage of a bathroom and a sunroom on the rear. | 00:54:09
So we really. | 00:54:16 | |
Wanted to study like all of the windows and justice make sure that. | 00:54:17
They were not historic and they were not. They were 1980s windows. | 00:54:22
Except for the front door, which. | 00:54:27
Is going to remain. | 00:54:29
And even though they are. | 00:54:31
Not historic. We kind of wanted to keep the same locations of a lot of the windows, especially as seen from the front. | 00:54:33
So we just. | 00:54:39 | |
Took a look at each window. | 00:54:40
Sizes and study each one to make sure. | 00:54:42
This is the demo plan for the first floor plan. | 00:54:46
Getting more into depth about. | 00:54:49
Some of the rooms we are adjusting. | 00:54:51
Still maintain the historic massing. | 00:54:53
Proposed first floor plan. | 00:54:57
Biggest things are. | 00:55:01
We have the two bedrooms towards the back. We are now adding an open rear porch in the back. | 00:55:02
We are taking some of that heated square footage that we're taking away and adding it to the front. | 00:55:09
And sides or more of the sides? | 00:55:14
But you can see in the diagram. | 00:55:16
What was previously enclosed to be opened in the back. | 00:55:18
And then what? A shaded red is proposed new enclosure? | 00:55:22
So that's new heated square footage. | 00:55:25
We wanted to minimize how much. | 00:55:28
We are adding and we try to keep. | 00:55:30
Basically what we're taking away and opening. | 00:55:33
Adding around the same square footage back to. | 00:55:36
Kind of the program of. | 00:55:39
What the client wanted for the house. | 00:55:41
Existing 2nd floor we're not. | 00:55:45
Changing anything as second floor. However the stairs are not to code so that is one thing we're going to be remodeling. | 00:55:47
One thing too is the. | 00:55:56
2nd floor, we're going to be removing that balcony. | 00:55:59
And doors that were added and matching more of what is the rear. | 00:56:02
With the double windows. | 00:56:07
So we'll see that in elevation. | 00:56:09
So on the top is the. | 00:56:15
The front and there's the doors and balcony that we're proposing a move. | 00:56:17
Remove proposed S elevation. | 00:56:21
So really just matching that portion. | 00:56:24
And infilling it and. | 00:56:26
Also adding screen. | 00:56:28
Screen area. | 00:56:30 | |
And the porches are a bit more. | 00:56:32
We got symmetrical. | 00:56:34
Where the design isn't so heavy on the left side. | 00:56:36
Existing waste elevation Proposed W elevation. | 00:56:42
You can see the rear porch addition that we're opening up and adding the stairs. | 00:56:46
Existing N elevation and proposed. | 00:56:53
And that's the rear. | 00:56:57
You can see the open porch in the back. | 00:56:59
The east elevation, so that is where we're requesting. | 00:57:04
That side facade relief. | 00:57:09
We are greater than the 40 feet. | 00:57:11
And. | 00:57:13 | |
We can look at the floor plan again, but that is the master bathroom. | 00:57:15
The scullery and then. | 00:57:18
Also the dining. | 00:57:20
Some perspectives. | 00:57:23
Kind of designing as we went and showing. | 00:57:25
How is this gonna look? | 00:57:28
In perspective and from the street. | 00:57:30
And then also rendering. | 00:57:35
Trying to understand off of Atlantic what that is looking like from the street. | 00:57:37
And then also the driveway. | 00:57:41
And an idea of. | 00:57:43
The rear and the porch in the back. | 00:57:45
All right, that concludes. | 00:57:49
Presentation. | 00:57:50
Thank you, Bryce. Very well done. | 00:57:53
Is there a public comment on this particular agenda item? | 00:57:56
Public comment is closed. | 00:58:02
Bryce, can you go back to? | 00:58:04
The rendering. | 00:58:08
For the relief of the 38 feet, do you have that side? | 00:58:10
Rendered. | 00:58:14 | |
We have a perspective, so I will go to that. | 00:58:16
Yeah, I didn't think you had the rendering. | 00:58:18
Yeah, it's upper right. | 00:58:25
And that side is facing. | 00:58:32
One of the neighbors and there's a lot of foliage there. | 00:58:34
So it's not easily seen from the street. | 00:58:37
And really, even the neighbors too. It's. | 00:58:40
It's really broken up with a lot of trees. | 00:58:42
The porch actually helps to break that. | 00:58:47
And almost creates an articulation. | 00:58:51
Effect for me anyway. | 00:58:55
I'm good with it. I think the I think the proposed is much better than the. | 00:58:58
Previously approved, yeah. | 00:59:04
Version that almost sounds like a commercial. | 00:59:07
But. | 00:59:10 | |
But it's very well done. I I. | 00:59:11
I'm very good with it. | 00:59:14
It was 1985. | 00:59:17 | |
Because I built. | 00:59:19
1650. | 00:59:21 | |
Dave and Elizabeth Moffily built that house and then Stuart Johnson built the corner house We all built at the same time and it | 00:59:23
was like a house building party because we all knew each other. | 00:59:28
So they they had to go across 1650. | 00:59:33
To get this house there, and that was a little bit of an uproar, but. | 00:59:38
We created peace. | 00:59:42
In the Valley. | 00:59:44
But anyway, I love what you did. This is the way I would have done the house in the beginning. | 00:59:45
Beautiful job. | 00:59:51
And my concern too was the length, but the porch does. | 00:59:53
Create a sort of an articulation, yes. | 00:59:57
Yes, normally I would ask you to. | 01:00:00
Define something on that wall because it is rambling, but umm. | 01:00:03
The other question I have is. | 01:00:08
Neighbors. Have you spoken the neighbors and talked with them about the plan? | 01:00:10
Yes, sorry, we had called them. | 01:00:15
Actually this week and talked to both of them and they were. | 01:00:18
In favor, the only thing was yeah, addressing the drainage. | 01:00:21
This site sits a little bit lower, so I think it actually collects a lot of the water and may look like there's flooding there, | 01:00:26
but. | 01:00:29 | |
As we move forward, we're going to have an actual drainage plan by either a landscape architect or civil engineer, so. | 01:00:32
The driveway alone is going to take care of most of. | 01:00:39
I think the lion's share of and I know. | 01:00:42
I know the flood. I see it all the time. | 01:00:44
Yeah, we were at like 38% existing and now we're down to 16%, so. | 01:00:47
Very nice. | 01:00:52 | |
It looks like a house now. Yeah, exactly. Yeah. | 01:00:54
Thank you, Bryce. | 01:00:59
Speaking of the. | 01:01:01
The pervious surface is there thought to. | 01:01:03
Take the all of the concrete out. | 01:01:06
You're going to take the drive, but you're going to leave the parking area, is that right? | 01:01:10
Correct. What's the parking area that's already covered by? | 01:01:14
The House we are proposing to leave. | 01:01:18
And then? | 01:01:20 | |
What's exposed outside? | 01:01:22
Is going to be pervious, so. | 01:01:25
Let me just scroll back. | 01:01:28
There you go. | 01:01:30 | |
OK. I'm misunderstood. Good. So anything you suppose is going to be perfect. That's great. Thank you. | 01:01:32
Do you have any historic, I guess a couple of questions on the historic structure. | 01:01:37
Because it is a, you know, it's a great historic structure and. | 01:01:41
Great pictures, thanks for providing those of what was in the paper and. | 01:01:44
And old historic pictures. | 01:01:49
Is there any the front stairs to the house? Is there any sort of historic? | 01:01:51
Significance as to why that's done, or is it? | 01:01:56
Or do you have any pictures or any renderings? | 01:01:58
Of how it was originally done. | 01:02:01
So the, I guess the most accurate photo that we had. | 01:02:05
Seeing was this when it was being moved so. | 01:02:09
Yeah, you don't get a lot out of that. Yeah, there there was number stare from what we could see. | 01:02:13
Maybe there was some kind of wood frame stair at one point when this house was sitting. | 01:02:19
At a lower elevation. | 01:02:23
But. | 01:02:25 | |
All those porches that have been added in front stair have been from the 80s, yeah. | 01:02:26
Are there historic? | 01:02:31
Of the original historic structure, what's the? | 01:02:33
The base core of it is it. | 01:02:37
That one rectangle. | 01:02:39
But you're going back to, so you're gonna. | 01:02:41
You're going to pull away some of the 1980s. | 01:02:43
Addition, right? | 01:02:45
We are in fact obviously the Octagon porches and and that the main thing is the porches and then some interior walls, but. | 01:02:48
Even those interior walls aren't. | 01:02:55
Original umm. | 01:02:57
The floor plan was really changed quite a bit. | 01:02:59
Right. | 01:03:01 | |
But we're trying not. We're not. | 01:03:03
Changing the main massing that we know is original. | 01:03:06
And the windows I was a little unclear. Are you? | 01:03:09
Going to pull all the windows and replace or is it just a select? | 01:03:12
Number that you're going to pull and replace. | 01:03:15
So they're actually in really good shape. | 01:03:18
And their wood windows? They're not. | 01:03:20
Historic, but they're made to look traditional. So, so we're proposing to keep all of those and then. | 01:03:24
Really. | 01:03:31 | |
There are some areas where. | 01:03:33
We are going to kind of reconfigure walls and. | 01:03:37
Add some windows, but we're going to. | 01:03:40
Probably match as best as we can to what's there. Yeah, OK. | 01:03:43
Yeah, I mean, I would encourage them again, I know your your firm does good work and and I'm sure you're going to recommend to the | 01:03:48
owner the. | 01:03:50 | |
The most appropriate windows to go there. | 01:03:54
The only other thing I think that I had was on. | 01:03:56
Page 8204 just. | 01:04:00
Again, that wall that we've got to do something with. That's, that's all. I mean, it's. | 01:04:02
Think you already acknowledge and understand that we need to break that wall up somehow. | 01:04:07
I think it's a 204 that. | 01:04:12
Yeah. | 01:04:15 | |
Yeah, we just need to. | 01:04:17
Figure something out with that wall. | 01:04:19
And could you put another window in there? | 01:04:20
Or it's, well, you. Yeah, right, right. | 01:04:26
Umm. | 01:04:31 | |
I think there's got to be a better way to. | 01:04:35
We wanted to treat it like. | 01:04:38
The rest of the infills and kind of. | 01:04:41
The siding do more of. | 01:04:43
Closer exposed like shiplap siding that. | 01:04:47
You can see throughout Sullivan's Island when they do infill porches. | 01:04:50
Right. | 01:04:54 | |
And we didn't want to. | 01:04:56
Bump out anything or go past that. Can I ask you that? Yeah. | 01:04:57
I was going to ask you because that would be. | 01:05:01
You know, even a foot. | 01:05:03
Bump out even if you. | 01:05:05
Yeah. But if it's, yeah, if you're doing an infill, you could, you could maybe do something. But again, I just think, again, this | 01:05:08
is conceptual, so just. | 01:05:12
That's something. Let's study on that, OK and see and. | 01:05:16
I bet when you come back next time you're going to have something. | 01:05:19
It's going to look good and make us all happy. | 01:05:22
Yeah. Thank you. That's all I have at this time. Thank you. | 01:05:27
So I've got a little history on the windows because we said some of them. | 01:05:30
When when when the guys didn't show up for work from awfully. | 01:05:34
I'd send my brother and. | 01:05:38
One of the help is over there to help David and Elizabeth. | 01:05:40
And the front steps Funky. Nobody knew what they were doing then. | 01:05:42
And there would be a meeting between Stuart, myself and Demophiles. And they think, what do you think of this? What do you think | 01:05:46
of that? And that's what we picked out. | 01:05:50
So that's historic. | 01:05:54
1985. | 01:05:56 | |
I think they look good, they're centered and. | 01:05:58
I mean as you go up the. | 01:06:00
It's centered on the historic door, so. | 01:06:02
Mm-hmm. | 01:06:04 | |
We had a lot of fun doing those three houses. | 01:06:07
Nice. | 01:06:09 | |
If you would just track the windows, I think that's real important to the board. Obviously is just. | 01:06:13
Just covering all the bases for. | 01:06:21
Each window. | 01:06:24 | |
And the removal? | 01:06:26
Documenting everything for. | 01:06:29
Our purposes. | 01:06:33
What do we think about breaking up the wall? | 01:06:35
It it needs. | 01:06:39 | |
Yeah. | 01:06:41 | |
We'll look forward to seeing you in August, hopefully. | 01:06:42
Do you have enough information, Bryce? | 01:06:45
I do, yeah. OK. Thank you. | 01:06:48
Thank you very much. Appreciate it. | 01:06:50
The next item. | 01:06:53
On the agenda is Non historic Design Reviews, 2910 Jasper Blvd. | 01:06:55
Thank you, Madam Chair, 2910 Jasper Blvd. Doyle Best of Lifestyle Development, LLC requests final approval for a change of design | 01:07:02
to the plans for this new home construction. | 01:07:08
On an empty lot. | 01:07:15
This is the previously existing house that was on this property. | 01:07:17
Showing this. | 01:07:22
And here's the historic resource map. You can see this property is outside of any of the historic districts. There are a couple | 01:07:24
of. | 01:07:27 | |
Historic properties down the street on Jasper from this parcel. | 01:07:31
And here's the. | 01:07:35
Posting advertising this hearing this evening. | 01:07:37
You can see the constructions begun on this property. | 01:07:40
They're proposing 3 changes essentially to the design. | 01:07:45
On the top of the screen you can see what was approved back in 2023. | 01:07:50
The changes are. | 01:07:56
To this. | 01:07:59 | |
Roof shape, removing that window, pulling the roof down a little further, kind of matching the two side 2 front. | 01:08:01
Towers, uh. | 01:08:09 | |
And then some changes to the arches on the entry. | 01:08:11
Way of squaring those. | 01:08:16
Removing the arch ways there. | 01:08:20
And then on the rear facade or the other. | 01:08:23
Changes. | 01:08:25 | |
Again, changing those arched openings. | 01:08:28
Into the basement area to the squaring off those. | 01:08:32
Openings and then. | 01:08:37
Looks like the pool elevation is dropped to the ground and the new drawing. | 01:08:39
And, umm. | 01:08:44 | |
Furthermore, if we look at the site plan. | 01:08:46
The original design of the pool is being. | 01:08:49
Redesigned to. | 01:08:53
Make it a little bit smaller footprint. | 01:08:55
And add a little SPA and pull. | 01:08:57
Pull out from underneath the house. | 01:09:00
This is an initial review for a change of design to a previously approved new home construction project currently underway. The | 01:09:04
applicants seeking final approval for the few design changes that were previously mentioned. | 01:09:10
There's no additional relief requested from the board. | 01:09:17
Staff recommends final approval. | 01:09:20
For the minor aesthetic changes as proposed, as long as the board finds that the design will remain within the standards of | 01:09:23
neighborhood compatibility. | 01:09:26
Thank you, Charles. | 01:09:30
Yes. | 01:09:32 | |
Thank you everybody. A dual best who is our regional project manager couldn't be here yet, held up on the site. | 01:09:34
Subcontractor was running late, which I know is crazy, has never happened before in the history of construction but. | 01:09:40
My name is Luke Cunningham. I'm the business development director for Dealer, Jones says. Thank you all for your time. | 01:09:45
Essentially Charles this. | 01:09:51
The main thing is. | 01:09:53
We're wanting to basically change the massing. | 01:09:55
On the. | 01:09:57 | |
East side suite garage basically would be congruent. | 01:10:00
With the West side of the home. | 01:10:03
Umm, and. | 01:10:06 | |
We feel it kind of makes more cohesion across the board for it so. | 01:10:09
Compared to the excitement of a packed house earlier in Bryces great presentation. | 01:10:14
The excitement level got dropped a little bit with us on this one, but. | 01:10:19
Basically the changes that we're seeking to get approved today. | 01:10:22
OK. Thank you. We're going to open it up to public comment. Is there anyone? | 01:10:25
Wants to speak about this particular agenda item. | 01:10:31
Public comment is closed. | 01:10:34
Funky, would you like to thank you for the project? Yeah, thank you very much. | 01:10:37
Appreciate the brevity. | 01:10:43
The. | 01:10:44 | |
Changes look good. I think it's an improvement over what had. | 01:10:46
We've done a few years ago. | 01:10:49
Just what was the concept in just getting rid of the arches and going square? Just what was the thought process there? I think | 01:10:51
that. | 01:10:54 | |
Mark Twain said Tom forgives a litany of sins. I think we look back at it and just the feel, it was almost like a. | 01:10:57
Kind of freezing this wrong way, but kind of like a Turkish vibe that we didn't really thought. | 01:11:06
Felt congruent with like the island. | 01:11:10
It was a lot of heavy. | 01:11:14
Style implications that we just didn't feel jogged with it and. | 01:11:15
After looking back at, I think it's kind of a wise thing to evaluate. But that was. | 01:11:18
Our feel yeah, I think you like say you've softened it up a bit. It's hardened that part I mean the you know the. | 01:11:23
Curve did help soften some, but I think you've done made-up for it in other areas. I'm good with it, I don't need further. | 01:11:30
OK, umm. | 01:11:36 | |
Can you can. | 01:11:41 | |
Can we bring the? | 01:11:42
Actual plans up. | 01:11:43
I just. | 01:11:46 | |
I like the matching but like the. | 01:11:48
Straight on drawing makes it look like they're in the same plane, in the same location, you know, and in reality, there's still | 01:11:51
this large. | 01:11:55 | |
Exposed Gable behind the hip. | 01:11:59
And so. | 01:12:03 | |
Maybe there's 3DS? I think that showed it and I just want to make sure I understand. | 01:12:05
The difference between what was there I don't want to like. The end result I think we all like. | 01:12:09
Hips on the front, but. | 01:12:15
I don't want it to now leave leave this really large. | 01:12:16
Gable that. | 01:12:20 | |
The previous garage kind of hit it or the previous bump out kind of hit that large Gable. Now it's going to be. | 01:12:22
Still exposed. | 01:12:27
It might have just been that first sheet that was the only one that actually showed it. It's kind of optically weird unless you | 01:12:28
can see them side-by-side. Yeah, you're right, Field. | 01:12:32
Umm umm. | 01:12:38 | |
There you go. | 01:12:41 | |
Yeah, that, that there so. | 01:12:42
Am I right in remembering what was there before? Was it? | 01:12:45
A Gable that almost. | 01:12:49
Sat within that Gable and came out. | 01:12:51
Yes, Sir. OK. | 01:12:54 | |
What's that? | 01:12:58 | |
Yeah, yeah. | 01:13:00 | |
I just. | 01:13:03 | |
All right. So it was always the same. So now it's just it's softening that. That's why I didn't have this. | 01:13:06
Didn't have the comparison, so it's great when somebody gives us a comparison before and after. | 01:13:13
So from that standpoint. | 01:13:18
I think certainly the change in the garage for. | 01:13:20
I think the style of the house, the. | 01:13:24
The porch was actually an interesting. | 01:13:27
Thing with the arches, you know on the porch columns, but. | 01:13:30
But now, can you go back to Charles? I'm sorry, I'm can you jump around? | 01:13:33
That would not not arched. You like it better without the arch. | 01:13:39
OK. | 01:13:43 | |
OK, all right, all right. | 01:13:46
Well then, now that I've compared the before and after, then. | 01:13:48
Good. Thanks. Appreciate it. | 01:13:52
But they kept the red button. That's the important thing. | 01:13:53
Yeah, I love the changes. | 01:13:59
Excellent. Thank you. Fine, I'm fine with it. | 01:14:01
Did you change the materials or just? | 01:14:05
What was outlined to us exactly? | 01:14:08
We kept all the materials. Yes, ma'am. OK. | 01:14:11
OK. I think you've cleaned it up nicer. In my opinion it's a better like I said in the last presentation. | 01:14:16
It's clean and simple and it's. | 01:14:25
More I think it's updated without the arches. | 01:14:27
So I think it looks like it's classic. It could be here. | 01:14:33
You could see this in 10 years and it's still gonna be. | 01:14:37
Timeless, absolutely. Thank you. Especially with not without changing the materials, I think that's. | 01:14:40
I'm good with it. | 01:14:47
Make a motion to approve as submitted for file. | 01:14:48
2nd, Thank you, Officer Tom. | 01:14:52
Pardon. | 01:14:54 | |
Hold on. | 01:14:56 | |
Discussion. | 01:14:58 | |
All in favor. | 01:15:00 | |
Approved and final thank you. | 01:15:02
The next item on the agenda is 2857 Jasper Blvd. | 01:15:08
Yes, Madam Chair, 2857 Jasper Blvd. Just going across the street. Cindy Klein and Wardimer and Klein Landscape Architects is | 01:15:14
requesting final approval. | 01:15:18
Of the plans for a new swimming pool in the backyard of this existing house, with a request for side set back relief. | 01:15:23
Here's an aerial showing that properties location. | 01:15:31
Along Jasper Blvd. | 01:15:34
And the historic resource map. You can see this property is outside of any historic district. | 01:15:36
There are a number of historic. | 01:15:42
Properties in the vicinity. | 01:15:44
The posting on the property advertising in the meeting. | 01:15:47
And. | 01:15:50 | |
Here's the. | 01:15:52 | |
Approved site plan from March of this year. | 01:15:54
Where they're planning some renovations and additions to this home. | 01:15:57
Included a pool design there. | 01:16:02
This is. | 01:16:04 | |
After getting some feedback, I think about landscaping around the trees that. | 01:16:06
Revised the pool plan and are proposing to encroach a little bit onto the site set back over here on the bottom of the screen. | 01:16:10
This is an initial review of a request to build a new pool in the rear of this existing house with the side set back relief. In | 01:16:19
March of this year, the board reviewed, reviewed and approved plans for renovations of the existing home that included minor | 01:16:24
requests for side setback relief and principal building square footage. | 01:16:30
The standard combined set back for this lot would be 38 feet. | 01:16:36
.338 a third feet. | 01:16:40
And with the relief granted in March. | 01:16:43
The required combined set back is currently 36.75 feet. | 01:16:46
And the applicants now requesting reduce the set back by an additional 3.92 feet. | 01:16:51
Or three feet 11 inches, making the combined set back. | 01:16:56
32. | 01:17:00 | |
.83 feet 32 feet 10 inches. | 01:17:01
This is actually a requested for 14.3% relief the combined set back, not the 25% shown on the application. | 01:17:06
And just for clarity, that 14.3% includes the previously granted 4.12%. So the actual request is just under 10% increase in the | 01:17:14
set back relief. | 01:17:19
Numbers. | 01:17:27 | |
Here to show you that in the chart. | 01:17:30
You can see. | 01:17:33 | |
The total requested side set back relief is 14.3, bringing that 38.33 down to 32.83. | 01:17:35
Staff recommends final approval for the minor. | 01:17:44
Aesthetic changes as shown, as long as the board finds that design will remain within the standards of neighborhood compatibility. | 01:17:47
Thank you, Charles. | 01:17:55
Sheila, hi. | 01:17:57 | |
I'm Cindy Klein. I'm Mortimer Incline. Sorry, my apologies. That's going all right. | 01:17:58
We're here this evening with the homeowners. | 01:18:04
Sterling and Emily Morrison and I'll just be very brief, I think, Charles outlined. | 01:18:07
It perfectly well and actually had more numbers than I was prepared to speak to. So thank you, Charles. | 01:18:15
Is it possible to bring the site plan back up? | 01:18:23
Charles. | 01:18:26 | |
Just for reference. Thank you. | 01:18:30
So the proposed design is the one at the bottom there. And just a few things to say about the property the home sits. | 01:18:32
Fairly far back on the lot. | 01:18:41
And adhering to the 25 foot mandatory set back on the rear, which is what we're showing here. | 01:18:44
Kind of pushes. | 01:18:51
The pool. | 01:18:53 | |
Towards the middle of the yard and then there is a large 3032 inch Live Oak. | 01:18:54
There at the back corner of the property, and you'll see that the tree protection zone is kind of dictating where the corner of | 01:19:00
that pool can actually be. | 01:19:05
So in other words, the parameters are kind of setting the pool for us, but by pushing it out a little bit from the design. | 01:19:09
That was previously reviewed. | 01:19:17
We're giving the homeowners a little bit more room for a garden space, A green space in between the rear facade and the and the | 01:19:19
swimming pool. | 01:19:23
That's about it. | 01:19:29
OK. Thank you. | 01:19:31
Is there public comment on this particular agenda item? | 01:19:33
Public comment is closed. | 01:19:38
I have a question just to piggyback on your last statement. | 01:19:42
Is the Live Oak. | 01:19:47
Dictating. | 01:19:49 | |
The position of the. | 01:19:51
Present new presented pool. | 01:19:53
Or is it the size of the pool? | 01:19:55
And the 10% delta that you're asking for? | 01:19:58
The the tree canopy, the tree protection zone is is dictating where the pool can go. | 01:20:04
But is it the size of the pool? If you reduce the size of the pool, would you be asking for the 10% delta? | 01:20:11
So part of the a very important part of the program for the homeowners is to be able to swim laps. | 01:20:17
And so and speaking with Aqua blue pools, this is kind of the the minimum length that they would. | 01:20:23
Recommend What is the size of the pool? | 01:20:30
It is 47 feet long and I believe 12. | 01:20:33
12 feet wide, yes. | 01:20:38
And Sheila, I mean Cindy, I'm sorry. I know Sheila, I apologize. Cindy, what is a typical? | 01:20:44
If there is a typical. | 01:20:51
Whole size. | 01:20:53 | |
A typical poolside. It varies greatly from site to site. | 01:20:55
I would say speaking to the lap pool issue, we usually try to aim for something closer to 50 feet. | 01:21:00
So in this instance we're actually already reducing it a little bit to make it work within the parameters of the site. | 01:21:09
OK. | 01:21:19 | |
Phil how close the pool? | 01:21:21
Now, if this was granted, how close to the property line? | 01:21:24
Is that at 10 feet? | 01:21:28
Believe it's 1111 to 8 inches. | 01:21:30
And what are you? What are you planning for buffer? | 01:21:33
Down there with. | 01:21:35
Bushes and trees and all. Yeah. So a combination of sable palms, OK. | 01:21:36
Under planted with probably a combination of wax Myrtle and. | 01:21:42
Yup, on Holly. So we're trying to go a little bit native on the. | 01:21:48
On the buffer there to separate the two properties and then it would be planted with lower material that was a little bit more | 01:21:52
decorative closer to the pool and then we have a 5 foot fence. | 01:21:56
Along the property as well. Yes, that is correct. | 01:22:01
I I would say that we something similar came before us a few months ago. | 01:22:05
Two months ago, yeah. And I, I feel like this to me. | 01:22:11
This is different than that. That was right next to a beach walk access. | 01:22:14
Whereas this is probably extremely hidden from anybody. | 01:22:19
And so. | 01:22:24 | |
I kind of respect that they're saving the tree, but yeah, can still get what they want. Still fits when the rear set back. | 01:22:26
And I like it. It actually feels like there's more green than. | 01:22:32
The previous one that we had approved so I personally am OK with this. | 01:22:35
Funky did a. | 01:22:41 | |
Ditto. | 01:22:45 | |
OK, I make a motion for final approval as submitted. | 01:22:48
Discussion. | 01:22:53 | |
All in favor. | 01:22:55 | |
Approve for final. Thank you, Cindy. It's all because you're swimming laps. | 01:22:57
Yeah. | 01:23:02 | |
Well, hey, we'll have our eyes on you. | 01:23:08
Can I make a motion? Yes. Let's adjourn. | 01:23:12
All in favor adjourned. | 01:23:16
Thank you. | 01:23:19 | |
Thank you so much. | 01:23:22
Yeah. | 01:23:29 |

Yeah. | 01:23:29 |
