As well as set back variances to the side setbacks, the side facade articulations in the second stories side facade articulations. 00:09:28
These variances have established. 00:09:40
Existing conditions as conformities on the lot. 00:09:44
So there are no nonconformities. 00:09:48
This is the initial review by the board applicants requesting conceptual review to get feedback and not necessarily seeking an 00:09:52

The Board should consider the relationship between the historic structure on the property. 00:10:01

Through the lens of the newly adopted Historic Design Guidelines Manual and the Secretary of Interior Standards Guidelines. 00:10:07

And, and, Madam Chair, I know you mentioned you all look tight on time and I promise you will go as quickly as possible. We have. 00:12:16
Two buildings that I know are of significant importance. So if we run a minute or two over if that's OK, but we'll do our best to. 00:12:21
Compress I know you'll stay within the guidelines of our. 00:12:27

So just by way of introduction the property that. 00:12:33
Whereas and. 00:12:38
Its associated properties are located or. 00:12:39
Osceola and 1204 Middle. 00:12:42
As designated in the red dotted line area. 00:12:44
The area that we're Speaking of presently or tonight is the one where the new hall will be replaced, the old one that is shaded in 00:12:47
Gray. 00:12:50
Um, a Stella Maris timeline and a little bit tongue in cheek, but the fact of the matter that you can see we started in 1845 just 00:12:54
because that's when the Paris was established. There's a long standing. 00:13:00
Historic connection to this property. 00:13:05
Fast forward, obviously, to. 00:13:07
A year or two ago when we started moving forward with this project, which all had seen the relocation of the Shill House, which 00:13:10
was one of the historic properties that the church had owned. 00:13:14
And was relocated. 00:13:18
Move forward slightly. 00:13:21
And is being renovated presently. 00:13:23
We were two year board twice, the first time just to review the conceptual plan, the second. 00:13:26
To review the plan as the potential parking area at the rear would layout conceptually. 00:13:31
So both of those moved forward and on May 8. 00:13:35
Of this year, we were to the Board of Zoning Appeals where we were granted the religious designation for the property. 00:13:39
Which many of the properties on the island either have formally or informally. This this allowed that to happen. 00:13:45
For this property. 00:13:50
In the interim, we met with the community. 00:13:52
And their extended neighbors. 00:13:55
As well and then followed up with the most recent zoning. 00:13:58
Board meeting where we were granted variances. 00:14:01
All related to existing non conforming conditions, mostly because all of the zoning ordinances. 00:14:04
Relate specifically to residential structures. 00:14:09
So I'm going to run through just very quickly site context. 00:14:13
Everybody, I'm sure, is familiar with it, but. 00:14:16
The building is located halfway down Station 12. 00:14:18
And abuts the National Park. 00:14:22
And that institutional use in the parking area there, tucked behind the historic structure. 00:14:24
And a budding residential property to the rear. 00:14:29
Current views of it. 00:14:34
Presently, or at least the site area would be sitting behind. 00:14:36
The Fort building. 00:14:40
And you can see in the bottom left the roof. 00:14:42
Of the current call where the new hall would go, which again but the park area buffered by the live oaks. 00:14:45
The areas are in the in the zone of the landmark properties. 00:14:53
And as Charles had indicated, the area where the. 00:14:57
Hall will be replaced is not such, Needless to say, because of its current status. 00:15:01

And the non historic structure at the rear of the property off of Osceola has been removed. 00:15:38

I'm going to go very quickly through this, but the the square joining the church was in 1871. 00:15:49
Named by the Committee of Lots in honor of Father Birmingham who built the existing square here, so there's obviously been a long 00:15:56
standing use. 00:15:59
You can see the historic views of the structure, especially the limited development that's occurred around it, that. 00:16:03
From 19/10/1940 and what exists today, you can see the small scale structures that are on the lot. 00:16:09
There's been a significant development around it with the base hospital, other buildings, but as you look at the lots that 00:16:15
currently surround the church. 00:16:18
And its iconic view, that's one of the important areas that we felt like needed to be isolated and respected. 00:16:22
As you look at the existing conditions. 00:16:28
There are the existing historic house which Charles referenced. There is the existing parish hall. 00:16:30
Which is a metal frame building and significant disrepair which cannot actually be repaired with any subcontractors or anyone that 00:16:35
will work on it so. 00:16:39
It needs to be taken down and replaced with a building that can actually serve its purpose. 00:16:44
There's existing impervious asphalt parking. 00:16:49
Is between both buildings. That's on the lot. 00:16:51
Behind the church that runs right up to the church and in front of the church where the curb has been paved over. 00:16:54
You can see there's existing plant buffers buffering the. 00:17:01
The Port Moultrie visitor site, which allows for kind of a visual screening of that facade and a natural place for us to site the 00:17:05
building. There's also planted buffers to the residential neighbor at the rear and along the rear of the property. 00:17:11
And the historic rehabilitation which is the building isolated in the red. 00:17:18
Dash. Here you can see that the existing form of the building is relatively pure and. 00:17:22
In our restoration of this project. 00:17:28
Suggesting. 00:17:32
Any expansion of the footprint? 00:17:33
The the church has been a good steward of the property. 00:17:35
And they have restored 1 landmark structure. They're currently restoring another landmark structure and they would be treating 00:17:38
this the same way. 00:17:42
I think there's few people that are dealing with three landmark structures and they've done so in a way to really serve the 00:17:46
community. 00:17:49
As you look at the. 00:17:53
The the plan here you can see the difference between the buildings. The existing layout of the room suited very well for offices, 00:17:54
and we're really preserving the existing layout almost in its entirety there. 00:18:00
The only change is to the rear of the structure, which is required by code for the ADA ramp that's there and allows access to the 00:18:05
structure. I'll turn it back over to Eddie for the Parish Center. 00:18:10

So for the proposed parish center, the last time the DRV saw it. 00:18:18
We were looking at existing conditions and what was. 00:18:24
Going to happen conceptually and we follow through with that plan. These are the existing conditions. The red dotted line 00:18:27

Current Hall, as we say, kind of an 80s Butler building and just for everybody's information and reference as well. 00:18:35
Current condition which is not the. 00:18:40
Greatest of states. 00:18:43
And and so many things about it don't meet code in addition to circulation handicap access bathrooms. 00:18:44
All of those type of things which would be addressed in the new proposal. 00:18:51
Some of the things that I think are worth saying, and I know we mentioned it easy A meetings for those who hadn't been there, 00:18:54
there had been a lot of kind of. 00:18:58
Talk or otherwise that 7 Mayors Hall would be the largest building on the island. It's definitely not and we can document that and 00:19:01
show you. 00:19:05
Increase water would. 00:19:09
Inevitably result from raising land elevation. It cannot legally, so that will not happen. 00:19:11
And Stella Maris is. 00:19:17
Not planning to build a big hall to grow their numbers in any way shape or form. 00:19:20
The other thing which I think is incredibly important is all of the immediately abutting adjacent neighbors. 00:19:24
Are all in very strong support of this current proposal. 00:19:28
Quickly just to reference scale for those that may not have to deal with it often. 00:19:32
And the kind of thought this was a large building. 00:19:36
In reference to the school, that's our current. 00:19:39
Footprint. And that's the school building. 00:19:42
So big difference in size and square footage. 00:19:45
Similarly, just for reference with another. 00:19:49
Religious institution. 00:19:52
Well done and nestled in, albeit years ago. 00:19:54
Holy Cross. 00:19:57
Our building is is so compared to some of their support buildings where they have. 00:19:59
Total of 31,000 square feet and we're at 17 with cars. 00:20:03
All of them I think work well and it's not to disparage any of them. I just think it's a different situation and we've been able 00:20:07
to address a little bit better on our siding. 00:20:11
One of the things that we think is important as we move forward with design too. 00:20:15
Is all of these parish buildings, religious institutions and otherwise are? 00:20:19
Or background buildings. The church is the star, the historic. 00:20:23
Buildings are the star. 00:20:27
And it really shouldn't be something that screams or calls for attention. 00:20:28
All of these other institutions have. 00:20:33
Have support facilities and they adjacent to their religious structures. 00:20:36
And we did, ironically enough, even as. 00:20:41
Follow many of the guidelines that y'all had adopted recently, although they had been written in stone. They're just good 00:20:44
practice. 00:20:47
Namely, a new building or addition reflects its own period of construction, representing the vitality and evolution of the 00:20:50
historic district overtime. 00:20:53
And again, with this building, be it. 00:20:58
Background buildings or otherwise, that's something that lets Stella Mirrors be the star of the show. 00:21:01
All of that, we felt like, also needed to be adopted to Sullen Island. 00:21:07
So again. 00:21:11
The larger structures, the ones that are done well on historic precedent. 00:21:12
Are modulated with porch elements or overhangs. 00:21:16
Simple facades, things of that nature, whether they were done. 00:21:20
Long ago were such as the base hospital, even further beyond that. 00:21:24
Some of the things that hadn't been done in the last. 00:21:29
Couple decades didn't have the guidelines and the other things to abide by, so that's just for reference of what's there 00:21:32
presently, but. 00:21:35
Would like to think that we've. 00:21:38
Learn from some of these things and some of the guidelines that are in place now what we're trying to follow. 00:21:40
Materials as well would be something that's very vernacular, typical to Sullivan's Island. 00:21:45
And of the drawings I'll saw previously. 00:21:51

All of those things are listed of things that we are able to comply with in the new building and the current building does not. 00:24:45
Very important to us was the sighting of the existing. 00:24:53

Two buildings that I know are of significant importance. So if we run a minute or two over if that's OK, but we'll do our best to. 00:12:21

So just by way of introduction the property that. 00:12:33

Its associated properties are located or. 00:12:39
Osceola and 1204 Middle. 00:12:42

The area that we're Speaking of presently or tonight is the one where the new hall will be replaced, the old one that is shaded in 00:12:47

Um, a Stella Maris timeline and a little bit tongue in cheek, but the fact of the matter that you can see we started in 1845 just 00:12:54
because that's when the Paris was established. There's a long standing. 00:13:00
Historic connection to this property. 00:13:05
Fast forward, obviously, to. 00:13:07
A year or two ago when we started moving forward with this project, which all had seen the relocation of the Shill House, which 00:13:10
was one of the historic properties that the church had owned. 00:13:14
And was relocated. 00:13:18
Move forward slightly. 00:13:21
And is being renovated presently. 00:13:23
We were two year board twice, the first time just to review the conceptual plan, the second. 00:13:26
To review the plan as the potential parking area at the rear would layout conceptually. 00:13:31
So both of those moved forward and on May 8. 00:13:35
Of this year, we were to the Board of Zoning Appeals where we were granted the religious designation for the property. 00:13:39
Which many of the properties on the island either have formally or informally. This this allowed that to happen. 00:13:45
For this property. 00:13:50
In the interim, we met with the community. 00:13:52
And their extended neighbors. 00:13:55
As well and then followed up with the most recent zoning. 00:13:58
Board meeting where we were granted variances. 00:14:01
All related to existing non conforming conditions, mostly because all of the zoning ordinances. 00:14:04
Relate specifically to residential structures. 00:14:09
So I'm going to run through just very quickly site context. 00:14:13
Everybody, I'm sure, is familiar with it, but. 00:14:16
The building is located halfway down Station 12. 00:14:18
And abuts the National Park. 00:14:22
And that institutional use in the parking area there, tucked behind the historic structure. 00:14:24
And a budding residential property to the rear. 00:14:29

Presently, or at least the site area would be sitting behind. 00:14:36
The Fort building. 00:14:40
And you can see in the bottom left the roof. 00:14:42
Of the current call where the new hall would go, which again but the park area buffered by the live oaks. 00:14:45

And as Charles had indicated, the area where the. 00:14:57
Hall will be replaced is not such, Needless to say, because of its current status. 00:15:01

I'm going to go very quickly through this, but the the square joining the church was in 1871. 00:15:49
Named by the Committee of Lots in honor of Father Birmingham who built the existing square here, so there's obviously been a long 00:15:56
standing use. 00:15:59
You can see the historic views of the structure, especially the limited development that's occurred around it, that. 00:16:03
From 19/10/1940 and what exists today, you can see the small scale structures that are on the lot. 00:16:09
There's been a significant development around it with the base hospital, other buildings, but as you look at the lots that 00:16:15
currently surround the church. 00:16:18
And its iconic view, that's one of the important areas that we felt like needed to be isolated and respected. 00:16:22
As you look at the existing conditions. 00:16:28
There are the existing historic house which Charles referenced. There is the existing parish hall. 00:16:30
Which is a metal frame building and significant disrepair which cannot actually be repaired with any subcontractors or anyone that 00:16:35
will work on it so. 00:16:39
It needs to be taken down and replaced with a building that can actually serve its purpose. 00:16:44
There's existing impervious asphalt parking. 00:16:49
Is between both buildings. That's on the lot. 00:16:51
Behind the church that runs right up to the church and in front of the church where the curb has been paved over. 00:16:54
You can see there's existing plant buffers buffering the. 00:17:01
The Port Moultrie visitor site, which allows for kind of a visual screening of that facade and a natural place for us to site the 00:17:05
building. There's also planted buffers to the residential neighbor at the rear and along the rear of the property. 00:17:11
And the historic rehabilitation which is the building isolated in the red. 00:17:18
Dash. Here you can see that the existing form of the building is relatively pure and. 00:17:22
In our restoration of this project. 00:17:28
Suggesting. 00:17:32
Any expansion of the footprint? 00:17:33
The the church has been a good steward of the property. 00:17:35
And they have restored 1 landmark structure. They're currently restoring another landmark structure and they would be treating 00:17:38
this the same way. 00:17:42
I think there's few people that are dealing with three landmark structures and they've done so in a way to really serve the 00:17:46
community. 00:17:49
As you look at the. 00:17:53
The the plan here you can see the difference between the buildings. The existing layout of the room suited very well for offices, 00:17:54
and we're really preserving the existing layout almost in its entirety there. 00:18:00
The only change is to the rear of the structure, which is required by code for the ADA ramp that's there and allows access to the 00:18:05
structure. I'll turn it back over to Eddie for the Parish Center. 00:18:10

We were looking at existing conditions and what was. 00:18:24
Going to happen conceptually and we follow through with that plan. These are the existing conditions. The red dotted line 00:18:27

Current Hall, as we say, kind of an 80s Butler building and just for everybody's information and reference as well. 00:18:35
Current condition which is not the. 00:18:40
Greatest of states. 00:18:43
And and so many things about it don't meet code in addition to circulation handicap access bathrooms. 00:18:44
All of those type of things which would be addressed in the new proposal. 00:18:51
Some of the things that I think are worth saying, and I know we mentioned it easy A meetings for those who hadn't been there, 00:18:54
there had been a lot of kind of. 00:18:58
Talk or otherwise that 7 Mayors Hall would be the largest building on the island. It's definitely not and we can document that and 00:19:01
show you. 00:19:05
Increase water would. 00:19:09
Inevitably result from raising land elevation. It cannot legally, so that will not happen. 00:19:11
And Stella Maris is. 00:19:17
Not planning to build a big hall to grow their numbers in any way shape or form. 00:19:20
The other thing which I think is incredibly important is all of the immediately abutting adjacent neighbors. 00:19:24
Are all in very strong support of this current proposal. 00:19:28
Quickly just to reference scale for those that may not have to deal with it often. 00:19:32
And the kind of thought this was a large building. 00:19:36
In reference to the school, that's our current. 00:19:39
Footprint. And that's the school building. 00:19:42
So big difference in size and square footage. 00:19:45
Similarly, just for reference with another. 00:19:49
Religious institution. 00:19:52
Well done and nestled in, albeit years ago. 00:19:54
Holy Cross. 00:19:57
Our building is is so compared to some of their support buildings where they have. 00:19:59
Total of 31,000 square feet and we're at 17 with cars. 00:20:03
All of them I think work well and it's not to disparage any of them. I just think it's a different situation and we've been able 00:20:07
to address a little bit better on our siding. 00:20:11
One of the things that we think is important as we move forward with design too. 00:20:15
Is all of these parish buildings, religious institutions and otherwise are? 00:20:19
Or background buildings. The church is the star, the historic. 00:20:23
Buildings are the star. 00:20:27
And it really shouldn't be something that screams or calls for attention. 00:20:28
All of these other institutions have. 00:20:33
Have support facilities and they adjacent to their religious structures. 00:20:36
And we did, ironically enough, even as. 00:20:41
Follow many of the guidelines that y'all had adopted recently, although they had been written in stone. They're just good 00:20:44
practice. 00:20:47
Namely, a new building or addition reflects its own period of construction, representing the vitality and evolution of the 00:20:50
historic district overtime. 00:20:53
And again, with this building, be it. 00:20:58
Background buildings or otherwise, that's something that lets Stella Mirrors be the star of the show. 00:21:01
All of that, we felt like, also needed to be adopted to Sullen Island. 00:21:07
So again. 00:21:11
The larger structures, the ones that are done well on historic precedent. 00:21:12
Are modulated with porch elements or overhangs. 00:21:16
Simple facades, things of that nature, whether they were done. 00:21:20
Long ago were such as the base hospital, even further beyond that. 00:21:24
Some of the things that hadn't been done in the last. 00:21:29
Couple decades didn't have the guidelines and the other things to abide by, so that's just for reference of what's there 00:21:32
presently, but. 00:21:35
Would like to think that we've. 00:21:38
Learn from some of these things and some of the guidelines that are in place now what we're trying to follow. 00:21:40
Materials as well would be something that's very vernacular, typical to Sullivan's Island. 00:21:45

Felt it would be disingenuous to try to make it look like a historic structure per. 00:28:16

Preservation standards as well. 00:28:23
But that's not to say that it couldn't be. 00:28:24
