On Tuesday, June the 7th. 00:00:12
This is the regularly scheduled meeting of the Town Council of the Town of Sullivan's Island. 00:00:14
The meeting has been properly advertised to notify the press. 00:00:19
And the public that is taking place. 00:00:23
As usual, would you please stand and join me in the Pledge of Allegiance? 00:00:26
And remain standing for a moment of silence for a prayer or reflection. 00:00:29
And remember today that it was 10 years ago that. 00:00:34
Tragedy struck the low country with 9 African American parishioners senselessly killed. 00:00:37
During the Mother Emanuel AME murder. 00:00:43
And prior to that roughly the same time in 2007. 00:00:45
9 Charleston firefighters lost their lives in the sofa superstore so. 00:00:50
Save a thought for them as well. 00:00:54
I pledge allegiance to the flag. 00:00:58
United States of America. 00:01:01
To the Republic for which he sings. 00:01:03
One nation under God. 00:01:05
And municipal liberty and justice tomorrow. 00:01:07
Thank you. 00:01:25
The first item on our agenda is a presentation. 00:01:29
Concerning this year's Carolina Day celebration. 00:01:33
The presentation will be by Christopher Reed of the National Park Service. 00:01:37
And Sherry Yates of Friends of South Carolina National Parks. 00:01:41
So where are they? 00:01:45
Oh, OK, you're hiding. 00:01:49
If you'll come on up to the podium, please. 00:01:51
All right. Hello, everybody. 00:01:58
I'm Christopher. 00:02:01
Hi, I'm Sherry Yates and I'm with the Friends of Charleston National Parks. I'm going to turn it over to Christopher and Brett 00:02:02
Spalding because they basically know everything that's going on for that weekend and they have some requests for 2026. 00:02:09
So I'll turn it over to them. 00:02:15
All right, so I am the this year, bread is the next year. 00:02:19
So we've got our poster up there. 00:02:23
For you all. 00:02:26
It's a big poster. I think we sent you the one that's supposed to be printed at. 00:02:27
2 feet by three feet. So I apologize for sending you the big version. 00:02:31
This year is. 00:02:36
A dress rehearsal for next year, which is. 00:02:38
America's 250th birthday. 00:02:41
The short version of what we have planned, it is a Saturday event, so it's not the full weekend, it's Saturday. 00:02:45
And we basically have something every half hour. 00:02:50
From 10:00 AM. 00:02:53
Through 4:30 PM. 00:02:55
And then a final event at 6:00. 00:02:57
Where Norm, a local author who wrote literally the book on the Battle of Sullivan's Island. 00:03:00
Will be giving a kind of our keynote speaking at the end of the day. 00:03:05
So we have lots of stuff we have. 00:03:09
History talks representing the. 00:03:11
British naval and army forces. We have history talks on the Patriot naval and army forces. 00:03:14
For the first time we have representatives of the Catawba Nation coming and giving a one hour presentation. 00:03:20
On the History of the Catawba from. 00:03:27
Basically, first contact through today and they'll have a table. 00:03:29
The SC250 Commission. 00:03:33
Is going to have a booth will be partnering partnering with the. 00:03:35
Battery Gaston cultural Arts Center we will have. 00:03:39
Other National Park sites coming down. 00:03:43
From North Carolina and from the top of South Carolina visiting. 00:03:46
We're in the process of getting food trucks. The plan is to have four food trucks. 00:03:49
2 with food food and then two nice cold dessert trucks so that people can cool off. 00:03:54
And kind of spend time at this free event and this is. 00:04:00
The 250th birthday of the Second South Carolina Regiment. They're the ones inside for Moultrie. Or they're largely the ones inside 00:04:03
Fort Moultrie. 00:04:07
Defending the Fort from the British. 00:04:12
And this is the 249th anniversary of that event. So that's what we have going on. 00:04:14
It'll be an all day thing and we have lots of advertisements that are out. We hope to. 00:04:19
Have a lot of people come out and support local businesses. 00:04:24
Spending time with us and then migrate over and support the fish fry. 00:04:27
Any questions for me? 00:04:32
Yeah. 00:04:34
Was trying to pay attention but I get a little confused. What you just described is in the summer of 2025? Or were you describing 00:04:35
the 2026? That's correct. That's coming up this year week and 1/2. 00:04:40
Thank you. 00:04:46
Other questions? 00:04:49
Thank you very much. 00:04:54
Hi, my name is Brett Spaulding. I'm the Chief of Interpretation at the park. 00:04:56
And I just wanted to add to what Christopher had to say that. 00:05:00
Again, this year is a dress rehearsal for next year's 250th anniversary. 00:05:04
With next year it will not be a one day event, it will be a 2 day event. 00:05:09
The events that are going on this year are that dress rehearsal for that Saturday. 00:05:13
So we'll be doing a lot of the similar. 00:05:18
Activities. 00:05:20
And then on that Sunday. 00:05:22
Will actually be a commemoration, more of a memorialization of the individuals that fought in the action that occurred. 00:05:24
The Superintendent will be sending a letter. 00:05:32
Very soon. 00:05:35
Asking for the Town of Sullivan's Islands assistance. 00:05:36
In working with Carta and Mount Pleasant to try to get some sort of transportation. 00:05:39
To move visitors. 00:05:45
From the island onto the island and through the area here. 00:05:47
And again, the Superintendent will be sending a letter probably within the next few days. 00:05:51
Asking for your assistance and I just wanted to bring that to your attention. 00:05:56
All right. Thank you. Thank you. 00:06:01
Questions. 00:06:04
Anyone else? 00:06:08
OK, well. 00:06:12
Thank you very much. And following on the heels of that. 00:06:13
One item on our agenda is a proclamation. 00:06:16
Designating uh. 00:06:20
The 28th of June this year as Carolina Day unsolved in the town of Sullivans Island. 00:06:22
I won't bore everybody by reading it. 00:06:29
But council members, it is in your packets. 00:06:32
Proclamations do not require a vote, but if someone would like to make a motion to approve it. 00:06:36
We could certainly add that extra weight behind our proclamation. 00:06:41
We haven't read that much. 00:06:46
OK. Thank you. Do we have a second? 00:06:48
Thank you. 00:06:51
Miss Latham. 00:06:53
Any discussion all in favor of approving the proclamation for Carolina Day, aye. 00:06:54
Opposed. 00:06:59
Passed unanimously. Thank you. Thank you all very much for what you're doing. 00:07:00
Thank you. We appreciate you having us here today. 00:07:04
Next on the agenda is public comments. 00:07:09
We have Hal cost 322, station 19. 00:07:23
Al, if you would go up to the podium as usual, please. 00:07:27
Hello everybody, I'm Hal Cost. 00:07:38
I live on station 19. 00:07:41
On a piece of property my grandfather paid $1000 for in 1918. 00:07:44
And I'm lucky enough to still be here for 78 years. 00:07:50
I've seen a lot of changes over here, and a lot of. 00:07:54
A lot of that I want to bring to light tonight. I've got a couple of things I want to present to the town of Sullivans Island. 00:07:59
And one of these is a map. You can't all see it. 00:08:04
Walk up and look at it after it's over. 00:08:08
It's an 1863. 00:08:12
Civil War era map. 00:08:14
With a present day overlay. So the black under here is. 00:08:19
1863 Shoreline. 00:08:25
And the green is in a presidential line. 00:08:30
Secreted about. 00:08:33
In some areas, 50% or more. 00:08:35
That's pretty amazing. Rebecca helped me a lot on this Rebecca Fanning, so thank you very much. 00:08:38
And you're going to have to find some way to frame this, but. 00:08:45
Anyway, this is work. 00:08:48
The town. 00:08:50
One thing I one other thing I have don't want to. 00:08:53
You have to. 00:08:57
The Police Department. 00:08:59
Can you come up a minute? This is. 00:09:02
An old photograph of a I'm guessing 1930s. 00:09:05
By judging by the vehicles. 00:09:10
And this. 00:09:13
Town Marshall, Sullivan Island. 00:09:15
Township of Sullivans Island, This is a guy named Brockington. 00:09:17
And I'd like to do a little research on them. Do you know anything? 00:09:21
About Rockington, you could probably go back his way back machines on that down there. 00:09:25
But anyway, this is from. 00:09:30
Thank you very much. You're welcome. Appreciate that. 00:09:32
Display that right. OK, great. Thank you. 00:09:35
Thank you very much. 00:09:39
We appreciate everything that you do to keep our history alive. 00:09:40
Next. 00:09:47
Somebody. 00:09:48
Request. 00:09:53
You're enough to move out. 00:09:54
We have a number of action items. 00:09:58
Tonight the 1st is approval of the. 00:10:01
Regular the meeting The minutes of the regular council meeting on May the 20th. Would someone like to make a motion? 00:10:04
To approve those minutes. 00:10:10
Mr. Mayor, make motion to approve the May 20 council meeting minutes. 00:10:13
Thank you. Mr. Millimeter. Do we have a second? 00:10:17
Doctor Higgins, any discussion? 00:10:21
All in favor. 00:10:23
Opposed passed You know what 1. 00:10:24
One of saying Miss Latham was not here for that. 00:10:27
Passed otherwise unanimously. 00:10:31
And that reminds me that Councilmember. 00:10:33
Novak had told us some time ago that he would be. 00:10:37
Away from the town for a couple of weeks and so he's. 00:10:40
Missing tonight because of that. 00:10:43
Next on our agenda is a resolution. 00:10:46
To recognize. 00:10:49
Formation of the law enforcement neighborhood support, otherwise known as Lens. 00:10:51
Sullivan's Island group. 00:10:56
And I would ask council, you've got it in front of you, would someone like to make a motion? 00:10:59
To approve this resolution, and I'll read it out after we approve it. 00:11:05
We have a motion to approve the resolution. 00:11:10
Mr. Hubbard, thank you. Do we have a second? 00:11:14
Doctor Higgins Any. 00:11:17
Discussion all in favor of approval, aye? 00:11:18
Opposed Passed unanimously. 00:11:21
With the representatives of Lindsay like to come forward. 00:11:24
This is this Alec Barney, who is the. 00:11:44
Major Bilbo of this organization on the island, I guess. 00:11:46
This is a resolution as I said. 00:11:53
Recognize. 00:11:55
The formation of the law enforcement neighborhood supports Sullivans Island. 00:11:59
Whereas the safety, well-being and unity of the Sullivans Island community or paramount importance. 00:12:03
To the town's leadership and residents alike. 00:12:09
And whereas the men and women of the Sullivans Island Police Department. 00:12:12
Served with integrity, dedication, and professionalism. 00:12:15
To protect and serve all members of our community. 00:12:19
And whereas strong partnerships between law enforcement and the community. 00:12:22
Are essential for building trust. 00:12:26
Ensuring public safety and fostering a sense of shared responsibility. 00:12:28
And whereas law enforcement neighborhood supports Sullivan's Island lens si. 00:12:33
Has been formed and supported by citizens who are. 00:12:37
Committed to strengthening the relationship between residents and law enforcement. 00:12:40
Through open communication, mutual respect, and proactive support. 00:12:44
And whereas the town of Sullivans Island values and encourages. 00:12:49
Citizen LED efforts. 00:12:52
That promote collaboration, understanding and engagement. 00:12:54
With those who serve and protect our community. 00:12:57
Now, therefore be it resolved by the Town council of the town of Sullivans Island. 00:13:00
South Carolina that we recognize and appreciate. 00:13:04
The objectives and efforts of Lens. 00:13:07
And look forward to a productive collaboration. 00:13:10
With this resolution to become. 00:13:12
An official part of the proceedings of this duly assembled Council. 00:13:14
Thank you very much. 00:13:18
Thank you mayor and council, this is super important and means a lot. So I know a lot of the residents and the Police Department. 00:13:29
I've had the pleasure of getting to know a lot of these officers and especially Chief Meadows, and he is. 00:13:36
Such an asset to this community. So I think the more people that get to know the chief and his initiatives and. 00:13:41
Just what a wonderful person he is, I think the better. 00:13:48
But lenses here really to build community while we support the police. 00:13:50
We have 3 initiatives, 1 is to directly help bridge some gaps that in funding maybe scholarships for officers, their spouses and 00:13:55
any school aged children. 00:14:00
And the third branch is hardship. 00:14:06
In doing so, we also have events planned for the community. 00:14:09
To build and foster that trust. 00:14:14
Like CPR training and things like that that we can offer babysitting. 00:14:18
Training and personal safety that we hope to roll out later this year, so please look for events that you can attend. 00:14:22
The next one is at the Island Club, the Happy Hour sponsored by Lens. I hope you all will attend and get to know. 00:14:29
Some of our officers and our programming. More about 1. 00:14:35
Thank you. 00:14:38
Does that mean everybody gets a pass on the breathalyzer? 00:14:39
Sticker anyone? 00:14:45
Is welcome to wine and it has our beautiful lighthouse. So we want to each council member and feed your neighbor. 00:14:47
And here you have. 00:14:55
Colleagues with you. 00:14:57
I do if I can do that now. OK. So Ted King Morgan is here and also George Reef, who has started Lens in Charleston. They've been 00:14:58
supporting the Charleston police for five years. 00:15:03
Ted Kinghorn on IOP similarly and he to commemorate this special moment, is going to present our chief. 00:15:08
With I'll let him explain what it is, but you go ahead. 00:15:15
Thank you. Thank you, Mayor and Council. Good evening. 00:15:19
I'm the director of the Lens program on All Palms. 00:15:22
And we've been in existence for four years. 00:15:25
We view our law enforcement neighborhood support. 00:15:28
Very seriously in that neighborhood. 00:15:33
Certainly has included Sullivan's Island. We're active with the school and the community. 00:15:35
And I've enjoyed dialogue with the chief. 00:15:40
In helping you establish the Sullivans Island Lens program. 00:15:43
And we are here to collaborate and support and one modest example of that. 00:15:46
Is we would like to provide a presentation to the Chief. This is your big night. A lot of presentations Chief, if you could come 00:15:52
here. 00:15:55
And I'd like to introduce Art Rosen. 00:15:58
Who serves with me on the School Improvement Committee over at the elementary school? 00:16:01
And his organization has a product. 00:16:07
That's to help. 00:16:09
With regards to wound care. 00:16:11
And Art would like to present that to the Chief and it's our donation to the city and we're happy to do that. Thank you for your 00:16:13
time, Chief. 00:16:17
Thank you very much. 00:16:23
Plan partnered with us. 00:16:26
We have two cases. 00:16:29
Generation. 00:16:32
It's a pattern chemistry which is 100% housing. 00:16:34
And it only sets up a flood. 00:16:39
It comes out about a 70 to 80 PSI. 00:16:43
So the point of it is. 00:16:49
Marvelous 6 to 10 inches of white spray. 00:16:55
And it's. 00:16:57
Very effective and quick. 00:16:59
For officers. 00:17:01
So. 00:17:03
It's great for the patience for someone who's injured, but also for yourself that enhances your safety because if something 00:17:05
happens to you guys while you are in action. 00:17:09
Complying the stats yourself while still being alert to the action that is going on. 00:17:14
Well, thank you very much. 00:17:19
Get here so that the mic can pick it up so. 00:17:21
We appreciate the donation. You know, this is definitely a valuable addition to our current first aid kits that all of our 00:17:24
officers carry. 00:17:28
We're proud that we were able to be here today and receive this this kind of nation from you. 00:17:32
We will put it to good use, but I hope we never have to use it of course. 00:17:38
All right. Thank you very much. 00:17:43
Thank you. 00:17:45

Do we have a motion to approve second reading of that ordinance? 00:21:07
I move to approve the second reading. Miss Latham, thank you. Do we have a second? 00:21:12
I'm a Doctor Higgins. 00:21:17
Any discussion this? 00:21:19
Mr. Henderson, you want to give us a thumbnail? Yes, Sir, Mr. Mayor. So this is second reading of. 00:21:21
An ordinance to extend the term of the lease for the Island Club. 00:21:28
And it also will amend the table within the code of ordinances it specifies that date. 00:21:32

Next we have consideration of draft design for the Jasper Blvd. 00:21:50
Welcome sign, Mr. Henderson. 00:21:54
If you recall, several months ago, town council was asked to. 00:22:00
Consider a new sign. 00:22:04
Coming in from the Breach Inlet side of the island. 00:22:06
On Jasper Blvd. and this is. 00:22:09
Partly to recognize the upcoming 250th anniversary. 00:22:12
Of our independence, which we touched on earlier this evening. 00:22:17
What was presented to council were several options that showed. 00:22:22
To post sign, that was kind of a larger scale. 00:22:26
Metal sign from the council comments. 00:22:29
It was requested that we consider some lower scale. 00:22:34
Versions of an entrance and welcome sign. 00:22:37
To kind of mimic what we see on the Causeway. So this is. 00:22:41
What we've asked our sign company to put together for us. 00:22:45
And it looks we pulled in some of those design elements. This is the. 00:22:49
Existing sign on the Causeway. 00:22:54
The addition. 00:22:56
That we've agreed on is. 00:22:58
An additional banner on the top Gateway to Liberty since 1776. 00:23:01
This is an alternative with a darker. 00:23:07
Color behind it. 00:23:10
However, this is what's being presented to you this evening. Just wanted to get your thoughts on it and whether or not we should 00:23:13
move forward with. 00:23:17
S design. 00:23:21
I think. 00:23:25
This one on the screen. 00:23:27
Top of my list anyway. 00:23:29
Does the. 00:23:31
Will be. 00:23:32
Main entrance also the existing sign also have a similar demarcation. 00:23:36
Yeah, he just shows one that will be added to it. You can show that again. 00:23:43
Yeah. So this is that's the Causeway now. OK. I thought you in the Causeway coming in from over. 00:23:47
Breach OK, so I think this is being fabricated. I don't think that it's been painted yet. 00:23:53
But the sign company, Mahoney Signs asked if. 00:23:59
If council preferred the green background. 00:24:03
Right. Certainly. 00:24:06
Courses on that? 00:24:11
Thoughts about the background color? 00:24:14
For both sides, right? 00:24:17
Joe OK. 00:24:19
I will pitch in. I kind of like the green. 00:24:21
Umm, better. 00:24:27
Don't know, just. 00:24:28
I mean the Gray is fine but. 00:24:29
I think it ties it together. 00:24:32
A little bit. 00:24:34
So Jill, are they able to repaint the existing? 00:24:38
Part that says welcome to Sullivan's Island. So the bottom part of the sign wouldn't change. 00:24:42
That color will not change that. 00:24:48
The the bottom part of the current welcome sign isn't. 00:24:52
Intended to change, right? Yeah, that's that's gonna stay as is OK so it won't be the great. 00:24:56
We're not being asked about that. 00:25:01
No, no. It's just the top part of the sign. OK, sorry. 00:25:04
Yeah, OK. 00:25:08
The bottom sign is green. 00:25:11
Yes. OK. I would bet you 5 bucks that was black, OK. 00:25:13
It's, it's, I think it's a dark Charles Charleston green. 00:25:19
Yeah, it's a Charleston. 00:25:22
In consideration of the cause of the breach Inlet. 00:25:26
I. 00:25:33
We are going ahead with lighting on that as well. 00:25:33
Yes. 00:25:36
And we'll also incorporate a planner at the base of it so we can. 00:25:37
Plants some native species that won't grow up too high. 00:25:41
I think that was the request when we circulated the rendering. 00:25:45
Council. 00:25:49
Do we have a consensus for the green? 00:25:51
I agree. 00:25:55
I agree. The green. 00:25:57
OK. And then Joe in the interests of? 00:25:59
Transparency. 00:26:03
The the. 00:26:05
Sign at Breach Inlet. 00:26:07
Will not be actual brick. 00:26:09
This will be stamped fiberglass or something that looks like brick. This version that we're looking at is is a. 00:26:11
Core foam, hard foam type material and it's it it can mimic. 00:26:18
Stone and brick. 00:26:23
The sign itself would be. 00:26:26
A routed foam as well. 00:26:31
If I remember correctly, we were also. 00:26:35
Placing this well enough from the roadway that it will require a little extra effort to run it down. 00:26:38
Correct. Yeah. So this picture shows that it it might be 10 feet, 15 feet off of the the sidewalk. 00:26:45
So well off of the sidewalk. 00:26:53
Would someone have insurance? 00:27:00
Would someone care to make a motion to approve that going ahead with the? 00:27:03
Breach inlet sign as discussed. 00:27:08
To make it official. 00:27:11
I make a motion, we go ahead with the breach inlet sign as discussed. 00:27:14
Thank you to have a second. 00:27:19
Miss Latham, any further discussion? 00:27:21
All in favor. 00:27:24
Opposed. 00:27:26
That passed unanimously. 00:27:27
Thank you, Joe. 00:27:29
Next, we have an item approval of the zoning map amendment. 00:27:32
At 2663 Bayon, Mr. Drayton. 00:27:36
Thank you, Mary. 00:27:40
This is coming to you from the Planning Commission. 00:27:44
There is a. 00:27:47
That limit to this. 00:27:49
Parcel .66 and 3. 00:27:52
This better? My apologies. 00:27:57
2663, Bayonne. 00:27:59
Sure what that is. 00:28:03
OK, OK. 00:28:06
The original parcel lines are. 00:28:08
This smaller. 00:28:12
Shape and then what was added to the parcel a little over a year ago. 00:28:15
Completed the half acre Sullivan's Island lot. 00:28:21
This was. 00:28:25
In their original deed. 00:28:27
Back in the. 00:28:30
1940s it was actually on the license. So when these. 00:28:32
Lots were plotted. 00:28:35
As this plat shows, this was the high watermark of the Atlantic Ocean at that time. 00:28:37
And the plat? 00:28:44
Dictated that when the ocean recedes more than. 00:28:46
More than 30 feet from the. 00:28:52
Property line that this would become part of their parcel. 00:28:56
That occurred at some point. 00:29:00
In the last 75 years and it's now about 800 feet from the high watermark. 00:29:02
And the the property owners came to us with this deed and. 00:29:08
After speaking with our town attorney at the time. 00:29:12
He said that this is absolutely. 00:29:16
Valid deed and so we should go forward with replatting their property and as such. 00:29:19
It makes sense to. 00:29:25
Correct the zoning now on the property because. 00:29:27
The RC district. 00:29:30
Dictates that the. 00:29:34
Boundary for the RC district should be the private property line of. 00:29:37
Parcels planted on the island. 00:29:41
And currently the. 00:29:43
The zoning map looks like. 00:29:47
This right back here. 00:29:50
So the request is essentially to rezone this piece. 00:29:53
That was formerly part of the RC district to Rs district so that it matches with the rest of their parcel. 00:29:57
Can you go back to the initial? 00:30:09
Go back to the initial. 00:30:11
Photograph that you had up there. 00:30:13
The first image. 00:30:16
Keep going. 00:30:19
Yeah, so. 00:30:21
We're going. The proposal is to move to the red outline, correct? 00:30:23
Yes, what about the properties on either side Would seem to have a similar issue. 00:30:28
They probably do have the same. 00:30:33
Deed they have not come forward and asked to have. 00:30:36
Their property replanted. 00:30:40
So how far up Bayonne does this? 00:30:43
It's just this one block if we look at. 00:30:47
If we look at that. 00:30:51
Original plat. 00:30:52
So these properties to the block to the left were not flat at that the time when this ocean was located here. This these. 00:30:54
5 parcels were the ones that were planted without the full. 00:31:03
Solvents Island half acre. 00:31:08
6 partials. 00:31:10
I think this ones full but yes. 00:31:12
So we should expect to see similar requests. 00:31:17
I'm surprised that we have not already, yes. 00:31:21
Basically we don't have any option on this either because it's in the the actual. 00:31:27
Right, it's already been replanted. 00:31:33
And this is just to get get the zoning. 00:31:37
I'll get the RC district back onto the public property and. 00:31:41
Put their private property all in the Rs district. 00:31:45
And we don't need to worry about this serving as a precedent to. 00:31:50
Further extend the property lines. 00:31:54
Beyond where that? 00:31:57
Where the no the half acre line would be right. 00:31:58
No this. 00:32:02
1940 license to the property was very explicit in. 00:32:05
How far this? 00:32:10
Extension would be is says 45 feet on the West side, 30 feet on the east side. 00:32:11
And 105 feet across. 00:32:19
Basically to give you that 210 by 105. 00:32:21
Lot. Thank you. 00:32:25
Would someone care to make a motion to approve this? 00:32:28
Change to the zoning map. 00:32:33
I make a motion that we change the zoning on 2663 Bayonne. 00:32:35
To extend the residential zoning for the full half acre. 00:32:41
Opportunity. Yes, Sir. 00:32:46
Do we have a second? 00:32:48
Doctor Hickens, any discussion? 00:32:51
All in favor, aye? 00:32:53
Opposed. 00:32:54
Passed unanimously. 00:32:55
Thank you. 00:32:58
Motion to increase water and sewer fees. 00:33:01
For fiscal year 2026. 00:33:04
Mr. Grass, do you have anything to say to us about this? 00:33:08
Last thing I got any questions? 00:33:12
OK. 00:33:14
And we have discussed this. 00:33:16
At recent council meetings as well as at. 00:33:19
I'm sure numerous water and sewer committee meetings. 00:33:22
Do we have a motion to approve that resolution? 00:33:26
Can we have discussion? 00:33:31
Are we done with that? Do we have to discuss it after the motion? 00:33:33
So we need a motion first. 00:33:37
Mr. Mayor, make a motion to approve the water increase as. 00:33:39
Basically dictated by the County of Charleston, correct? 00:33:44
Charleston Water and Sewer. 00:33:47
To he. 00:33:48
By our ordinance. 00:33:50
I'm sorry, what? 00:33:53
Budget is approved by ordinance and the rates are approved by resolution. 00:33:54
So this this resolution. 00:33:58
Will reflect the rate or the budget and that's already been approved. 00:34:00
So it's not necessarily tied to Charleston water. 00:34:06
Now OK. 00:34:09
So would you want to modify your amendment a bit? 00:34:11
Make a resolution to increase water and sewer fees. 00:34:16
As previously agreed. 00:34:18
Thank you. Do we have a second? 00:34:21
Miss Latham, now we have discussion. 00:34:23
We're just passing along. 00:34:28
What Charleston Water is passing us? This is not some resolution by the council to increase fees arbitrarily. Is that correct? 00:34:30
Some of those fees have increased due to costs. 00:34:38
Gone up The fees are designed to offset the rates. 00:34:41
Because the fees only apply to those who request. 00:34:46
Service like an irrigation meter. 00:34:49
So some of those fees have changed. 00:34:52
For the result of that, but the rates that's in that resolution should reflect. 00:34:54
What you've seen in that back of that budget on the great comparison sheet? 00:34:58
In fact, they do. They're exactly the same. 00:35:03
Which supports the budget? 00:35:07
Which supports the CPW changes that they've made. 00:35:08
And and does this include any of the changes due to the the monitoring and the inclusion of forever chemicals in? 00:35:13
In the new guidelines, it includes their forecast of those costs for. 00:35:21
Down the road. 00:35:29
Other discussion. 00:35:33
All in favor of approving that resolution, aye? 00:35:36
Aye, opposed. 00:35:40
Passed unanimously. Thank you very much. 00:35:41
Next we have. 00:35:45
Reports and communications. The Mayor's report, which is right here. 00:35:47
Or someplace. We have several items here. 00:35:51
The first is that. 00:35:55
Our fire department received a fire safe award. 00:35:57
While a number of our representatives were at the. 00:36:01
State fire. 00:36:04
Meeting and Myrtle Beach and perhaps chief stiff or deputy chief. 00:36:06
However, would like to tell us about this award. 00:36:11
And there she is. 00:36:14
Three times. 00:36:16
Wow. 00:36:17
Is that a yearly award for Fireplace South Carolina? 00:36:21
And you get it by making sure you do So many smoke detector installations, public events, talking to kids. 00:36:24
Birthday parties. 00:36:31
Just keeping the public relations going. 00:36:33
That's great. 00:36:37
There were 208. 00:36:40
Cities in South Carolina received the award this year. 00:36:42
Of Mandy did a lot of work on it, there's a lot of training goes on with this paperwork so. 00:36:46
We're proud to have it. 00:36:52
That's great. Thank you all very much for what you do and in particular for garnering this. 00:36:54
Mr. Mayor, can I mention that Mandy looks really sharp in that uniform? 00:37:04
Not that she doesn't look sharp always, but that uniform looks particularly sharp. 00:37:09
Is that a motion that she wear this uniform to all council meetings? 00:37:13
I don't think that would pass. 00:37:18
All right. Second item you'll see in your packet of. Thank you. 00:37:23
Letter to Mr. Dan Eller. 00:37:26
And Dan Eller is the Boy Scout who? 00:37:30
Constructed the very nicely done benches on the new nature trail. 00:37:33
That was part of his Eagle project. 00:37:38
And I was honored to attend his. 00:37:41
Eagle Scout Court of Honor. 00:37:43
At Stella Maris Church hall a few days ago. 00:37:47
He seemed very happy that. 00:37:51
We recognized his efforts. 00:37:52
I presented him with the letter that you have. 00:37:55
In your packet. 00:37:57
3rd item is in case you've not looked at this year's. 00:38:01
Issue of the SIP magazine for Sullivans Island and Isle of Palms. 00:38:05
We're all over it. 00:38:10
Our new town administrator is featured in an article. 00:38:12
About it. 00:38:15
Our new Director of Resilience and Natural Resources is featured in an article in that. 00:38:18
And our relatively new chief of police. 00:38:24
Meadows is featured in an article. 00:38:27
All of them making us look very, very good. 00:38:29
So thank you to y'all for. 00:38:32
Doing this. 00:38:35
And forgetting that sort of a good press for us. 00:38:36
And I think that's all I have. 00:38:40
So that will take us to correspondence and administrators report. Mr. Henderson. OK, thank you Mr. Mayor. So we only have 6 emails 00:38:42
included in your packets this evening. 00:38:47
One for Mr. Bill Swain. 00:38:53
At 1725 Atlantic Avenues expressing disappointment and. 00:38:56
How things were handled on May 1st. 00:39:01
The tragic incident there at Sunrise Presbyterian. 00:39:04
We also have 3 emails. We also have one or two replies to the gentleman. 00:39:10
I think we're in the packet. 00:39:14
I think so. 00:39:16
We also have 3 emails of support for Rd. Realignment at Back Street. These are owners. 00:39:18
Of 1850 Back Street. 00:39:25
They are Becky Davidson, Caroline Murren. 00:39:28
Maureen Pelgren. 00:39:31
And this is related to a CTC. 00:39:34
Application for funding the realignment. 00:39:38
And paving a backstreet. 00:39:41
The committee has not made a ruling on that. 00:39:44
We also received an e-mail from Miss Rochelle Rutledge at 1764 Atlantic Thanking Council for supporting the Island club. 00:39:48
And also an e-mail from Karen and Rob Baiko at 2862 Middle St. 00:39:56
Who have expressed support for renovations at Stella Maris Catholic Church and the construction of their new parish hall. 00:40:02
And I would like to thank particularly Doctor Rutledge for taking the time to. 00:40:10
Send us a positive e-mail. 00:40:14
Rolling into the administrative report. 00:40:20
We only have a couple of project updates for you. 00:40:23
The remaining. 00:40:26
Historic interpretive signs that we've been discussing for quite some time. 00:40:28
Have been installed. 00:40:32
By Mahoney Signs and they are new installations at. 00:40:34
Post Theater. 00:40:38
Cove Inlet Bridge and then we've also replaced 2 signs. 00:40:39
One sign in Stiff Park in front of the bandstand that was damaged as a result of the ice storm, if you recall. 00:40:44
And then also the parade ground and flagpole sign. 00:40:51
That had had some fading going on, so we went ahead and replaced that as well. 00:40:54
A couple of notes for our skip grant funding. Umm. 00:41:02
From our council meeting, our last council meeting. 00:41:07
We approved a bid. 00:41:11
Submittal and. 00:41:13
Staff was tasked for going out and. 00:41:16
And finding alternative funding sources. And So what we've done is resubmitted. 00:41:19
An application amendment to the Rural Infrastructure Authority. 00:41:25
Who administers the skip grant? And so we've asked to maximize that full $10 million. 00:41:29
Which amounts to an increase of 1.4 million. 00:41:35
We are cautiously optimistic that they will prove that. 00:41:39
And we hope to hear pretty soon. 00:41:43
On that amendment. 00:41:46
I apologize for jumping in again, but. 00:41:49
To be very clear, this is not actually a shortfall per se. 00:41:52
Where we ran out of money. 00:41:56
This is a result of the. 00:41:58
Bids. Bids to be, to use the word loosely, bid. 00:42:00
Coming in substantially higher than. 00:42:06
Anticipated and substantially higher than. 00:42:08
The grant. 00:42:12
Could have funded with the amount that they awarded us and. 00:42:13
I think this is reflecting conditions all over the country. That's correct. 00:42:16
And that's that's. 00:42:21
Directly attributed to increasing material. 00:42:23
Expenses and labor. 00:42:26
And so that's why those bids came in much higher than we anticipated. 00:42:28
Additionally, we found. 00:42:33
The Charleston County Stormwater Program has utility fee money. 00:42:35
That. 00:42:40
Reserved for the town and a savings account. 00:42:41
And they have $658,000 just over that. 00:42:44
That we would like to request from Charleston County. 00:42:48
It's just sitting there in an account. 00:42:53
The only condition is that we use that for construction, for infrastructure, stormwater infrastructure. 00:42:55
So with council's approval, we'd like to send that formal letter over to the county. 00:43:03
And then reserve that. 00:43:07
$658,839. 00:43:09
That's available to us in a reserved account for storm water. 00:43:13
Purposes. 00:43:17
And Jason and I talked about putting that in an account and using it for. 00:43:18
Either skip grant or. 00:43:23
The Osceola. 00:43:25
Improvements that we're going to see at Station 9 1/2. 00:43:27
And we're ready to bid that later on this week or next week. 00:43:31
So we can use these funds to fund that project in its entirety. 00:43:35
With what we have at. 00:43:40
Charleston County. 00:43:41
Anybody OK with? 00:43:44
Sure, Joe, that the. 00:43:46
The screen says 616. You said 650-8659, we actually added. 00:43:48
I think a letter that we received from the county. 00:43:56
I think it's at the end of my. 00:43:58
Report here. 00:44:00
Jason, it might be the last page. It's all right. It is 658, then it is OK. 00:44:03
Maybe the next one. 00:44:10
Right here. 00:44:15
68839 OK, great. 00:44:16
Pleasantly surprised? Even better. 00:44:19
So if it's the will of council, we'll go ahead and send that letter out. 00:44:23
Do we need a motor? 00:44:28
I think I just need a thumbs up to. 00:44:31
We'll need to have a formal vote to approve the actual expenditure. 00:44:34
Once the target of that expenditure was identified, correct. 00:44:38
For general information, special events, we have several employee anniversaries. I'll just run through those. Kristen Fishback. 00:44:44
Fischbach. 00:44:51
One year at the fire department. Lawrence Daughtry. One year with the fire department. 00:44:52
Tyler Mahan, two years with the Police Department. Lee Pearson, five years with the fire department. 00:44:57
Pam Otto with eight years with administration, our HR director. 00:45:03
Yours truly with 12 years of administration and Scotty Sanders with 27 years with the maintenance department. So thanks to all 00:45:09
those. 00:45:13
Yes. 00:45:17
One final, final thing, Mr. Mayor, we have a special event on July 4th. 00:45:23
With a full lineup of activities, we will. 00:45:29
Kick off the day with a golf cart parade. 00:45:32
Gathering at the Sunrise Presbyterian Church at 8:30. Taking off at 9:00. 00:45:36
Heading to the elementary school. 00:45:41
Later on that evening we will have. 00:45:44
Shem Creek Boogie Band. 00:45:47
Just before fireworks at 9:00 PM. 00:45:49
And our. 00:45:52
Regular company Munderland Pyrotechnics is going to be handling. 00:45:54
And that's all I have. 00:45:59
Thank you. Any questions for Mr. Henderson? 00:46:02
Then we'll go to the committee. No, we won't. We'll go to the attorney's report, Mr. Lytton. 00:46:05
A report Boards and commissions. Mr. Drayton. 00:46:10
Just one thing to let you all know, the historic design guidelines will be utilized for the first time at tomorrow's. 00:46:15
Design Review Board meeting. 00:46:22
Great. Thank you. 00:46:26
Now committee reports finance Mr. Millett. 00:46:29
Nothing to report. 00:46:33
That's never happened. Well, I can say we just, we just approved the 3rd and final reading of the fiscal year 26 budget and that's 00:46:36
all for today. 00:46:41
Thank you, public facilities, Mr. Hubbard. 00:46:47
Land use and natural resources, Mr. Visser. Nothing to report, Sir. 00:46:51
Administration, Miss Latham. 00:46:55
Nothing to report. 00:46:58
Water and sewer, Mr. Visser or Miss Latham. 00:46:59
We've just approved the budget, so. 00:47:06
We're happy, Thank you. 00:47:09
Thank you, public safety. 00:47:13
Report, Chiefs, anything for us? 00:47:15
Thank you. Thank you, Mr. Mayor. 00:47:21
Mr. Henderson mentioned the July 4th. 00:47:24
Festivities. 00:47:26
The Police Department. 00:47:27
And Mr. Henderson? 00:47:29
Have made arrangements with the vendor. 00:47:31
For Meridian safety barricades, these are the barricades that were demonstrated to us. 00:47:33
Couple of months ago and also the same barricades that were approved in the FY20 6 capital budget. 00:47:39
The vendor will be here with the exact setup that the plan. 00:47:44
Or the town plans to purchase. 00:47:49
And he's going to install those for us. 00:47:52
Probably at station 22, possibly down here by the fire station. We're still deciding that. 00:47:55
But it will give us a first hand. 00:48:01
Just how easy this system is? 00:48:05
And how easy it is to take the system down. 00:48:08
We hope that each of the council members and the mayor will come by and look at that system so that we can. 00:48:12
Talk about it and you can see exactly what. 00:48:17
The money is purchasing. 00:48:20
I'm happy to answer any questions about that. 00:48:22
I think you've sent us a link to the video, did you not? 00:48:26
Demonstrating have sent it to you and Mr. Henderson. I don't know if I sent it to all of council, that would be great. 00:48:30
These are serious barriers. 00:48:36
A lot of communities expressed a lot of the interest in them after the. 00:48:38
Tragedy in New Orleans on New Year's Day. 00:48:43
So this is. 00:48:46
This is not your daddy's plastic. 00:48:47
Water filled barricades. 00:48:50
We'll be working closely with Chief Stiff and Assistant Chief Alibert. 00:48:52
To put those in the right place. 00:48:55
And uh. 00:48:57
With regard to traffic. 00:48:58
You may have noticed that Saturday. 00:49:00
Very heavy the volume. 00:49:04
And that was probably due to the rain that came in and forced everybody to leave. 00:49:05
Virtually the same time I was in Virginia, but I was in communication with Sergeant Erickson. 00:49:11
Who was on duty? 00:49:15
He confirmed that we did have county deputies at Station 22 1/2 and Middle directing traffic. 00:49:17
It's just with the volume all leaving at the same time. 00:49:22
There's no place for it to go quickly. 00:49:26
Thank you. And before you lose the mic, anything about coyotes? 00:49:30
All quiet on the coyote front so far. OK, great. 00:49:33
Fire Chief stiff. 00:49:37
Where we talk about fire safety award. 00:49:41
Only other thing I have is fish fry. 00:49:45
Carolina Day fish fry. 00:49:48
We start at 5:00. It's only $5. 00:49:50
Best world's best bargain. 00:49:57
Thank you all. Next and last is recreation Doctor Higgins. 00:49:59
Oh yes, somebody's got to say something. 00:50:05
So the parade is July 4th, starts at Nine Presbyterian Church down to the. 00:50:09
Elementary school there will be judging on the golf carts, so if you want to be part of the judging. 00:50:15
You need to register with the town. 00:50:22
I think my July 3rd, although they will be some registration early that morning. 00:50:24
Anybody can take their golf cart down, but again, if you want to be judged. 00:50:28
You need to register. 00:50:32
There's been some question about. 00:50:34
Can you buy an award? 00:50:36
And the answer is no. 00:50:38
The judges cannot be bought. I want to be clear about that. 00:50:40
Extortion. That might be a whole different thing, but they haven't found the right price. 00:50:44
Let me just run through some of the judging. Let's see first, second, and third. 00:50:48
Best bike? 00:50:52
Most spirited, most original, most patriotic. 00:50:53
Best ensemble and we've added two new ones. Exciting. Best beach theme. 00:50:57
And most island spirit there will be additional honorable mentions. 00:51:01
Let's see what else here. 00:51:07
I don't need to go over the route. 00:51:09
Oh, there will be. 00:51:11
A fire truck down there, housing down. 00:51:15
The kids and we hope as well, the mayor. 00:51:18
But that's up to him. 00:51:21
Fireworks in the evening starts. 00:51:24
They're going to block off the streets at 4:00 PM. 00:51:27
Station 22 to 20. 00:51:29
Starting at 6:00 PM. 00:51:32
There'll be a band there. Residents could bring chairs and hang out until the fireworks at 9:00. 00:51:35
During such events, dogs are not allowed. 00:51:40
And of course. 00:51:43
Alcohol is prohibited on town property. 00:51:44
So that's. 00:51:48
The big event for July? 00:51:49
4th I also want to mention that. 00:51:51
The Pope Park. 00:51:54
Tennis. 00:51:56
Pickleball courts are being. 00:51:57
Resurfaced. 00:52:00
As we speak. 00:52:01
How fast is that? Well. 00:52:04
Pretty darn fast. 00:52:06
So this is government inaction. 00:52:07
And that's the end of my report. 00:52:10
Councilman who? 00:52:12
Who are the inscrutable judges for the golf cart parade? 00:52:14
You know, I think there's some secrets we can have. 00:52:19
Here in town council, but probably shouldn't. 00:52:22
But myself and some of the staff. 00:52:25
And you know, anybody with a couple $100 bills could probably be. 00:52:28
Part of the judging. That's a joke. I just want to be clear, that's a joke. 00:52:32
It would cost more. 00:52:37
Thank you. And you'll be hearing from the Ethics Commission. 00:52:43
Next. 00:52:47
Do we have a motion to go into executive session? 00:52:49
To receive legal advice from Attorney Linton regarding the Charles Stockdale settlement. 00:52:52
And regarding a contractual matter, selection of engineering firm. 00:52:57
From recently advertised RFQ for FEMA HMGP Grant 492 dash. 00:53:01
The RSC phase one alcohol improvements that. 00:53:07
Station 18 1/2 and Station 25 I move. We go into executive session for the topics as they are in the agenda. 00:53:11
Thank you. Do we have a second? 00:53:19
And a discussion all in favor of going into executive session, aye. 00:53:21
Opposed. 00:53:25
Passed. We are going into executive session at 6:53. 00:53:27
OK, we're back. 00:53:41
It is. 00:53:43
7:21 PM. We are out of the executive. 00:53:44
Session conference room. 00:53:47
Well, in there no decisions were made, no votes were taken. 00:53:50
Do we have a motion to officially come out of executive session? 00:53:53
Mr. Mr. Hubbard, thank you. Do we have a second? 00:53:58
I second, Mr. Visser, any discussion? 00:54:02
All in favor. 00:54:05
Opposed Passed unanimously. 00:54:06
Do we have any other motions concerning matters? 00:54:09
Discussed in executive session. 00:54:12
Such as a motion to approve. 00:54:15
The selection of. 00:54:18
See Whiteside. 00:54:20
As the engineering firm for the. 00:54:22
Project and recently advertised RFQ for our FEMA grant. 00:54:25
4492-DR-SC. 00:54:29
Phase one outfall improvements at stations 18 1/2. 00:54:33
And Station 25. 00:54:36
I move we accept the Seaman Whitesides bid for the RFQ as presented. 00:54:38
Thank you. Do we have a second? 00:54:44
Doctor Higgins, any discussion? 00:54:46
Mr. Henderson, any color you wish to add to this? 00:54:50
No, Sir, it was well said. 00:54:54
OK, all in favor, aye? 00:54:55
Opposed. 00:54:58
Passed unanimously. 00:55:00
Does anyone else have any other motions? 00:55:02
Miss Latham, do we have a second? 00:55:05
Doctor Higgins all in favor? 00:55:08
Opposed Passed unanimously. 00:55:11

Good evening, it is 6:00 PM. 00:00:10
Thank you. 00:17:45

Thank you. Do we have a second? 00:19:13
Second, Miss Latham, any discussion? 00:19:15
This has also been discussed quite a bit. 00:19:17
Leading up to this all in favor of approving aye. 00:19:20
Opposed Passed unanimously. 00:19:23

All in favor, aye? 00:20:00
Opposed Passed unanimously. 00:20:02
Next, we have Third Reading and Ratification Ordinance 2025-04. 00:20:06
To provide for the issuance and sale of not exceeding $2,400,000. 00:20:10
Town of Sullivan's Island, South Carolina, General obligation bonds and one or more series. 00:20:15
To prescribe the purposes for which the proceeds shall be expended. 00:20:20
To provide for the payment thereof and other matters relating there too. 00:20:24
Do we have a motion to approve third reading ratification of that ordinance? 00:20:27
Mr. Mayor, make a motion to. 00:20:33
Approve the 3rd and final reading and ratification of Ordinance 20/25/04. 00:20:35
Thank you, Mr. Philomath. Do we have a second? 00:20:41
Miss Latham, any discussion? 00:20:44
All in favor, aye? 00:20:47
Opposed Passed unanimously. 00:20:49
Next we have Second reading Ordinance 2025-05, an ordinance to amend the section of special ordinances. Table 3. Property to 00:20:53
establish lease agreement of real property. 00:20:58
Owned by the town with the Sullivans Island Club. 00:21:04
Renewal extension. 00:21:37
Thank you. 00:21:40
Any discussion of this? 00:21:41
All in favor of approving second reading, aye? 00:21:43
Opposed Passed unanimously. 00:21:46
It's 722. We are adjourned. 00:55:13
scroll up
